Description
Statement of Objectives (SOO) The purpose of this Statement of Objectives (SOO), in accordance with FAR 37.602, is to a) allow offerors to use the SOO to develop the Performance Work Statement (PWS), and 2) state the overall performance objectives and establish the framework for the IRS Servicewide Training Evaluation System Research. The IRS intends to provide Offerors with the maximum flexibility to propose an innovative approach and solutions using proven processes, methods, standards the best possible solutions, seek a competition of ideas, and technologies. The attached SOO outlines the outcomes/results that must be achieved and is to be the basis for the contractor's preparation of a proposed PWS. The IRS is looking for 1) the best possible solutions in the form of a PWS, 2) seek a competition of ideas to the objectives outlined in the attached SOO, and 3) offerors to propose a PWS that addresses' their specific approach to the SOO. Please note that the IRS is NOT looking for vendors to submit technical or price proposals. This draft SOO is issued for the sole purpose of allowing Industry to provide feedback and input pertaining to the following areas: (1) Contents of SOO - Any proposed changes, questions, additions, considerations or clarifications as issued in draft form. Comments are encouraged for all portions of the document. (2) Contract type - What contract type would work best based on the information provided. (3) Potential Cost Range - Vendors are encouraged to provide input on a rough order of magnitude for the cost of this effort based on their experience and expertise. NOTE: This is NOT a request for a formal quote. (4) Risk Items - Perceived risks associated with the objectives identified, services necessitated and current technologies. In addition, the offerors are asked to identify performance measures (based on their existing commercial practices) and service level agreements, which identify how their solution will meet the agency's stated objectives. All participants are being given a fair opportunity to respond to this requirement (refer to FAR 16.505(b)). Interested parties are requested to provide all responses to the draft SOO no later than 2:00 pm on August 1, 2013. Responses shall be limited to no more than 5 pages and apply strictly to those areas specified and the associated procurement process.
