- Sole Source Justification The Network Ops & Comms Directorate at the Uniformed Services University of the Health Sciences (USUHS) located on the Naval Support Activity in Bethesda, MD has a requirement for upgrades to the existing primary EDU SAN Enterprise Storage System, as well as annual maintenance and service on the primary and secondary EDU SAN systems, for a base period of 12-months with four (4) 12-month options. The Uniformed Services University of the Health Sciences is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. This service will be procured in accordance with the procedures of FAR Part 8 Federal Supply Schedules. The hardware and software that make up the primary and secondary SAN systems are proprietary; Compellent Technologies, Inc. (now owned by Dell) was the sole developer of the hardware, software, and firmware, and had proprietary rights over their hardware/software solutions. SteelCloud, Inc. was the original supplier and service provider for Compellent's (Dell) Copilot Support Services. For continued interoperability and efficiency of the system, it is industry best practice to have a single vendor perform upgrades and maintain the system as introducing additional service providers can be complex, risky, and inefficient. Having a single vendor in this capacity ensures that the systems mirror each other in order to meet the requirements for continuity of operations as dictated by DoD 3920.26 "The Capability of a DoD Component to continue mission-essential functions without unacceptable interruptions." It is in the Government's best interests to issue an award to SteelCloud, Inc. for the primary SAN upgrades and maintenance on both SAN systems as the original service provider for both systems. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the above-mentioned requirement as specified. A determination by the Government not to compete this proposed contractual action based upon responses received is solely within the discretion of the Government.
