- The NAVSUP, Fleet Logistics Center (FLC) Norfolk, Contracting Department, Norfolk, VA, 23511-3392 intends to award a No Cost Contract for the publication and distribution of a civilian enterprise newspaper named The Flagship in accordance with Commander, Navy Region Mid-Atlantic specifications. The contract is for a base period plus four (4) one-year option years. The period of performance is for 01 August 2013 through 31 July 2014. The Flagship currently has 900 distribution points, including on and off base locations, as well as free home delivery available to active duty and retired military service members in the cities of Norfolk, Virginia Beach, Chesapeake, and Portsmouth. Evaluation criteria will consist of past performance and technical evaluation. The applicable NAICS is 511110. The size standard is 500 employees. The contract requires the vendor to produce the Commander, Navy Region Mid-Atlantic newspaper, The Flagship as a civilian enterprise authorized newspaper published to provide news and command information to personnel of Navy Region Mid-Atlantic and surrounding naval activities in the Hampton Roads area. The contract requires the vendor to publish this civilian enterprise newspaper on a weekly basis. The publication is subject to the requirements of Department of Defense Instruction 5120.4 and Secretary of the Navy Instruction 5720.44C (Public Affairs Regulations) and to the conditions and agreements contained in the Performance Work Statement. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. When the Request for Quote (RFQ) is issued, it may be downloaded by accessing http://www.neco.navy.mil. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading at the referenced website. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the vendor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at http://www.sam.gov.
