Description
THIS IS A SMALL BUSINESS SET-ASIDE PROCUREMENT - The FAA is seeking experienced firms to enter into a fixed-price contract to remove the existing Runway 9 Tasker 500 Runway Visual Range (RVR) Sensor equipment and establish a new PC-Based RVR equipment at Bishop International Airport, Flint, MI (FNT). Work tasks include but not limited to the following: 1.Plants and electronic engineering to support replacement of the RVR equipment. 2.Construct a RVR power and control stand and foundation outside the Runway 9 Glide Slope Critical Area. Install the RVR SIE box, control cable demark box, power disconnect and other misc. materials on the RVR power and control stand. 3.Construct the Visual Sensor foundation, tilt-down base and pole resting yoke. Install the fiberglass VS sensor pole and VS Sensor bull-horn assembly to the fiberglass pole. 4.Survey the adjacent runway crown elevation and cut LIR pole to establish sensor head 14 -0 above runway crown elevation. 5.Install perimeter grounding conductor around equipment rack and LIR pole. Test the grounding system in the presence of the COR per specifications. A written record of the test results shall be delivered to the COR. 6.Install power and control conductors in separate conduits from the Glide Slope to the PCU rack. Install the power conductors between the power distribution panel and the equipment rack disconnect switch. Install the control cable between the cable junction box and the surge suppression box. Leave 5 coil of control cable in junction box for connection by FAA installation personnel. 7.Furnish and install 25 pair control cable and 1/0 bare guard wire from Glide Slope shelter to ATCT base building equipment room. Approximate total length of cable run is 3,600 to be trenched in (Direct Earth Buried). Approximately three 30 sections of cable run will need to be bored under asphalt service roads. Run cable through rigid steel conduit under asphalt service road. 8.Furnish and install 25 pair control cable from airport s electrical vault to ATCT base building equipment room. Approximate total length of cable run is 1,375 to be direct earth buried in the same trench as the Glide Slope control cable. 9.Penetrate ATCT base building equipment room with 4 GRS conduit for installation of two 25 pair control cables. Approximately 2 X 10 of concrete pad will need to be saw-cut and removed for installation of 4 GRS conduit from handhole to base building. Contractor shall repair concrete section to match existing. 10.Install the Runway Light Intensity Monitor (RLIM) and System Interface Equipment (SIE) box in the airport s electrical vault. Run power to the SIE, and connect the RLIM to the 09/27 runway light cables. 11.All power and control cables shall be tested per specifications after installation, in the presence of the COR. A written record of the test results for all of the conductors shall be delivered to the COR. 12.Construct crushed rock plot around equipment rack and LIR pole. 13.After commissioning the new runway 9 PC-Based RVR, carefully remove the existing runway 9 Tasker 500 RVR transmitter and receiver towers, its foundations (7.5 ft. piers with 1 ft. concrete footing and 5 ft. piers with 1 ft. concrete footing) and signal cables (DO NOT CUT CABLES). Deliver removed equipment to storage location per PTK SSC personnel. Please note that Tasker 500 has known asbestos containing materials within the equipment. The Tasker 500 wiring and bulb heat shield are to be considered PACM. The Tasker equipment will not directly impact asbestos due to the scope of the project. 14.Abandon conduits and cables 2 minimum below grade. 15.Dispose of debris at approved waste site. 16.Cleanup site on daily basis. Asbestos is present at this location; special specifications must be followed. Restore areas disturbed by construction activity or vehicles per specifications. Place and compact topsoil to make site flush with surrounding grade. Seed per specifications. 17.Participate in Contractor s Acceptance Inspection (CAI) and quickly address any punch list items. 18.Carefully deliver all existing Tasker 500 RVR equipment to storage location per PTK SSC personnel for future use by FAA headquarters. 19.FAA installation personnel shall conduct a Joint Acceptance Inspection (JAI) with the SSC. 20.Upon project completion the Navaids Engineering Service COR shall provide the SSC/District representative an itemized listing of equipment and material installed, equipment removed, and equipment and material not used. Option 1 1. Remove existing 40' Ladder Safety system installed on the Glide Slope ladder. 2. Purchase LSS and two Fall Arrester ("slide" mechanisms) after approval by FAA engineer. 3. Install Ladder Safety System in accordance with the Manufacturers Instruction Manual. 4. Provide two Fall Arrester ("slides") to the Contracting Officer Representative. 5. Perform final inspection with FAA Contracting Officer Representative. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK WITHIN THE LAST THREE YEARS TO BE CONSIDERED QUALIFIED. Offer range is between $100,000 and $250,000. Contract performance time is 30 calendar days. The Request for Offer is anticipated to be available by mid-August timeframe. Anticipated construction start will be as soon as possible after award.
