- SUBJECT: Market Survey for Ship Availabilities, Overhauls, and Dry Dockings This is a request for information only and your response is not an offer. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings, available at this time. BACKGROUND/APPROACH The Military Sealift Command (MSC) conducts contracting for regular non-nuclear ship repair on the east, west, and gulf coasts of the continental United States for MSC vessels. This creates a continuing need for capable ship repair facilities. MSC is seeking eligible businesses for conducting ship repair work in support of mid-term availabilities, regular overhauls, and dry dockings on the United States East Coast, Gulf Coast and/or West Coast. MSC contemplates a future five year multiple award indefinite delivery - indefinite quantity (IDIQ) contract (base plus option periods) to conduct ship availabilities, overhauls, and/or dry dockings ranging from 15-180 days in duration. The ship availabilities, overhauls, and dry dockings will take place at the vendor's facility. The intended scope will include all MSC Government Owned, Government Operated (GOGO) ships including, but not limited to the following ship classes: T-AKE, T-AO, T-AOE, T-ATF, T-ARS, T-AH, T-ARC, JHSV and AS. RESPONSE It is requested interested businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items under NAICS Code 336611. Interested businesses need not be capable of fulfilling the complete scope of the proposed contract. For example, MSC welcomes responses from Company "X" that can complete pier-side work at their facility but does not have a dry dock. This document shall address, at a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, Cage Code and a statement regarding small business designation and status; (2) The type(s) of facility where the work will be preformed; (3) Partnership agreements with any large business; (4) The size of ship your facility can support, to include water depth access to your facility. Responses shall be limited to no more than five (5) pages. Typical work: 1. Modification or replacement of onboard steelwork. 2. Removal and replacement of auxiliary engines and electrical equipment for overhaul in shops. 3. Testing of overhauled units, before replacement in ships. 4. Removal of deck machinery and support equipment for shop overhaul. 5. Normal repair and overhaul of all shipboard systems ranging from fuel and fire protection to commercial systems. 6. Motor rewind and balancing. 7. Blasting, painting and heat treatment. 8. Steel and aluminum weld repair and replacement. 9. Installation of electrical cabling and electrical equipment. 10. Modification or installation of foundations, piping, supports, machinery and equipment. 11. Insulation repair and replacement. 12. Deck preservation. 13. Provide furnished office for the MSC Overhaul Management Team All Small business, Service-Disabled Veteran-Owned Small Business, Certified HUB Zone and Certified 8 (a) Small Business are encouraged to respond. The Government will determine whether a set-aside acquisition is lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 336611. Questions will only be accepted in writing submitted to the following e-mail address, bryan.walsh@navy.mil. Any calls will be referred to this posting and the written question requirement. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of offerors available for this procurement. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice.
