Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation, but market research to determine potential sources to provide Subject Matter Experts (SMEs) to conduct training forthe Drug Enforcement Administration's (DEA) Office of Financial Operations. The goal of this training is to identify, target, and prosecute money laundering/drug trafficking organizations (ML/DTOs) and individuals who are involved with the manufacture and/or use of concealed traps to transport bulk currency, narcotics, or other contraband. The four (4) training programs include: Basic Concealed Trap Training, Advanced Concealed Trap Training, Basic Commercial Vehicle Concealed Trap Training, and Advanced Commercial Vehicle Concealed Trap Training. The SMEs will work with FO to develop and providetraining curriculum designed to equip DEA Special Agents, Task Force Officers, and State and Local Law Enforcement with the necessary knowledge and skills to effectively detect, identify and seize narcotics proceeds and narcotics secreted within concealed compartments by ML/DTOs. Furthermore, the SMEs will provide instruction on how law enforcement can effectively initiate new financial investigations and/or augment existing financial investigations based on the seizure of illicit assets which were previously secreted in vehicles containing concealed compartments, both commercial and passenger. The advancedtraining courses will build upon topics discussed during the respective basic courses and will incorporate a practical exercise enabling the participants to demonstrate the skills they learned. The SMEs shall (1) have extensive experience working for a federal narcotics law enforcement agency or equivalent experience; (2) be able to pass a background check; (3) have demonstrated experience conducting oral presentations; (4) have extensive experience in how to effectively develop and carry out financial investigations; (5) have experience and knowledge of concealed compartments from an investigative point of view; (6) have experience conducting trainings on the identification of concealed compartments in both commercial and passenger vehicles; and (7) have extensive knowledge in the identification of concealed compartments and how they are utilized in the transportation of bulk currency by ML/DTOs. The contractor shall develop class materials, to be approved by FO, in the form of a Power Point presentation and handouts for use during the training class. Training courses will be held up to 105 times per year at domestic or foreign sites, to be determined by FO and fiscal year 2014 funding allocations. Travel will be a requirement. The contractor shall arrange for international courses to be presented in the appropriate foreign language. In most cases, the use of commercial translation services is acceptable. Each FO training class will include approximately 30 to 50 attendees, depending on the specific course being taught and the facility being utilized, as designated by the DEA Division Training Coordinator (DTC). The contractor shall assist in the maintenance, implementation, and update (as necessary) of all course material. This is a sources sought to find small businesses.
