AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA243-13-Q-1443 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard of $33.50M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-07-25 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. The VHA NCO 03 - 526 - Bronx, NY requires the following items, Meet or Exceed, to the following: LI 001: The Contractor must furnish all labor, design, materials, tools and supervision to complete the following (SOW is inclusive but not limited to the following): This project will provide for the services including all labor, tools, material and supervision etc. for the replacement of the ground floor vinyl tiles. This work includes but is not limited to temporary construction barriers, demolition, asbestos abatement for the floor tiles and associated mastic removal. New work encompasses floor leveling and installation of new epoxy flooring Stonhard Stonblend GSI or equal throughout the specified areas on the ground floor. ?Areas of asbestos abatement are shown on drawing ACM-2. ?Provide a third party air monitor for asbestos removal. ?Phase 7 does not contain asbestos floor tile. ?Follow the phasing plan depicted on drawing BX-100-GAR. ?Provide plywood barriers for asbestos abatement, installation of floor leveling and epoxy flooring to prevent access from unauthorized personnel. ? The nature of this work requires that it be completed on weekends and off-duty hours, due to the extended periods of time required for demolition, abatement of existing tiles (barriers, air monitoring, etc) and installation of epoxy flooring (including drying/curing time for each phase). Installer must ensure that access is maintained to the following areas at all times: Loading Dock, Warehouse, Maintenance Shops, Compactor, SPD, Elevators, and Kitchen. ?Total area of floor tile replacement is approximately 9,300 Sq Ft. (Abatement area is less, as Phase 7 does not contain asbestos tiles). Estimate for the above associated work is between $250,000 and $500,000.00. Period of Performance is 180 Calendar Days.., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 03 - 526 - Bronx, NY intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 03 - 526 - Bronx, NY is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award. Question: The plans showing the phasing looks like its showing a few different types of flooring materials. Is this the case or is all flooring the same epoxy Sonhard Stonblend GSI? Also, can you please confirm if this job is to be prevailing wage? ------------------------- Response: Currently, there is existing VCT tiles throughout the area of work on the Ground Floor, as shown on provided drawing. These VCT tiles are standard tiles throughout, with the exception of the GC area which is not included in project scope. The hatching pattern used in provided drawing only denotes the different phases, NOT the type of flooring. Project scope is to demo the existing VCT tiles, and use Asbestos Abatement and monitoring procedures to remove tiles and mastic, including construction barriers, partitions,etc as called for in the scope of work. Following demo and abatement, contractor is to install new epoxy flooring, preferably Stonhard Stonblend GSI, since area GC of the Ground Floor has this specific type of Stonhard Stonblend GSI flooring. It is ideal to have this flooring throughout the Ground Floor, to maintain continuity and durability. Scope of work also demands that access to the GF areas be available at all times, as these areas are critical to the daily operations of the James. J. Peters VA Medical Center. Contractor may provide appropriate recommendations in successful phasing of abatement and application of epoxy flooring, to ensure smooth transition to next phase, once each phase is completed. To confirm, this project will be awarded using prevailing wages. Interested sellers can continue to schedule site visits by email. The latest a site visit can occur is July 23 at 4:00pm.
