Description
Automated Air Defense Planner Performance Work Statement Please refer to FA4889-13-R-0009 on FedBizOpps for forthcoming information regarding the Automated Air Defense Planner (ADP). Alternate POC: TSgt Matthew Keith, Phone: (803) 895-5486, e-mail: matthew.keith@afcent.af.mil. Solicitation Number: FA4889-13-R-0009 APPROXIMATE SOLICITATION ISSUE DATE: August 2013. The AFCENT Reachback Cell will be conducting the solicitation and award of an Automated Air Defense Planner (UN-CLASSIFIED and RELEASABLE) software program. This requirement will be competed under full and open competition, for a single award contract, with a base and two (2) option years. In addition, FAR clause 52.217-8, Option to Extend Services and 52.232.18, Availability of Funds, will be included. This contract will be Firm Fixed Price (FFP). The estimated contract start date is 26 October 2013. In July 2010, US Central Command (CENTCOM) established the Integrated Air and Missile Defense Center (IAMDC) in the United Arab Emirates (UAE) to serve as a joint/coalition ‘think tank' to exercise live, virtual and constructive combined air and missile defense operations focusing on integration and interoperability to promote regional security through multi-national defense against ballistic missiles, cruise missiles, and air breathing threats. The IAMDC declared Initial Operating Capacity (IOC) on 24 March 2011. CENTCOM will use an automated air defense planning tool in the educational and interoperability exercises to demonstrate regional integrated air and missile defense concepts. To fully execute this mission, IAMDC requires an UNCLASSIFIED automated air defense planning tool capable of modeling air and missile threats to include: ballistic/cruise missiles and rockets, Unmanned Aerial Systems (UASs), and fixed/rotary-winged aircraft; US and Partner Nations ground-based and sea-based air and missile defense assets, to include: surveillance sensors, fire control sensors, and weapons; US and Partner Nations air-based air defense assets, to include: airborne surveillance and fighters; and Airspace Control Orders (ACOs). Contractor must be able to meet all requirements of the Performance Work Statements (PWS), knowledge/skills/abilities, and appropriate security clearances. Contractor must comply with guidelines specified in the DD Form 254, Contract Security Classification Specification. This project is classified up to Secret. This acquisition will be conducted using lowest price technically acceptable procedures under the commercial test program accordance with FAR Part 13. The Request For Proposal (RFP) and all associated documents, when issued, will be posted on the required government wide point of entry (FedBizOpps). A request for information with a draft PWS was posted on FBO under ADP_A7KQ_1. All associated documents will be released electronically. The NAICS code is 541690, and the size standard is $14M.
