- ARCHITECT-ENGINEER QUALIFICATIONS THIS IS NOT A REQUEST FOR PROPOSAL. The United States Agency for International Development/Rwanda is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for supplying a design to construct the new Mission Director Residence (5,000 to 6,000 square feet (465 to 558 square meters) of floor space) and the entire property (approximately 53,800 SF/5031 SM), to include a new garage, perimeter wall if necessary, and exterior lighting. Additionally, this firm will provide professional engineering oversight of the construction of the entire property. Site location of this property is Avenue Paul VI, Kiyovu, Kigali Rwanda. This property was previously the USAID/Rwanda office compound, and until recently was used as office space. The estimated construction range is between $500,000 and $1,000,000. A/E selection requirements for design of this construction project will include knowledge and capability in addressing federal mandates including sustainability and energy conservation goals. Selection criteria will consider experience with the principles of energy conservation and sustainability. During the period of performance of this contract, the contractor will be required to utilize the following disciplines, preferred function code numbers from Standard Form 330: 1.06-Architect 2.12-Civil Engineer 3.18-Cost Engineer/Estimator 4.21-Electrical Engineer 5.25-Fire Protection Engineer 6.42-Mechanical Engineer 7.57-Structural Engineer EVALUATION and SELECTION CRITERIA: In accordance with PL 92-582 (Brooks A-E Act) (40 U.S.C. 1101-1104), Federal Acquisition Regulation (FAR) Part 36, and AIDAR 736.6 federal agencies select firms for Architect-Engineering contracts based on professional qualifications and other evaluation and selection criteria. To be considered for award, the principal firm must submit a completed Standard Form 330 (SF330), Part I & II, summarizing their qualifications, experience and capabilities, which will be evaluated by a government board to determine the most highly qualified firms. Firms submitting recent (within the past 5 years), and relevant past performance in preparing design projects valued between $100K and $5M (construction/implementation price not design fee) may result in a higher rating and should be addressed accordingly. Evaluation of past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. The criteria will be applied as follows: Evaluation Criteria: Criterion 1 - Professional Qualifications 20 Criterion 2 - Specialized Experience and Technical Competence 20 Criterion 3 - Capacity 15 Criterion 4 - Past Performance 15 Criterion 5 - Quality Control Program 10 Criterion 6 - Sustainable Design 10 Criterion 7 - Location 10 All interested firms are required to submit a recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, to the Point of Contact shown below no later than 4:00 p.m. (Local Kigali Time), August 5, 2013. THE GOVERNMENT'S OBLIGATION FOR AWARD IS CONTINGENT UPON THE AVAILABILITY OF APPROPIATED FUNDS. AGAIN THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $7.0 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
