Description
The Naval Surface Warfare Center (NSWC) Corona Division, Measurement Science Department (MSD), Code MS12 has been tasked with providing Measurement Audit Program (MAP) training to representatives of the Egyptian Air Force (EAF) as part of the Foreign Military Sales (FMS) efforts. The Government intends to award a sole-source, firm fixed priced contract to Unified Industries, Inc. This procurement is commercial item IAW FAR Part 12. No solicitation will be issued but responsible sources may submit inquiries or request for information to marcella.webber@navy.mil or by phone at 951-273-4454. THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302-1 FOR THIS PROCURMENT ACTION. INTERESTED PARTIES MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT, OR SUBMIT CAPABILITY STATEMENTS. THIS NOTICE OF INTEREST IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. 1.0INTRODUCTION The Naval Surface Warfare Center (NSWC) Corona Division, Measurement Science Department (MSD), Code MS12 has been tasked with providing Measurement Audit Program (MAP) training to representatives of the Egyptian Air Force (EAF) as part of the Foreign Military Sales (FMS) efforts. 2.0BACKGROUND NSWC Corona Division, MSD, code MS12 is tasked to provide metrology and calibration guidance under Foreign Military Sales (FMS) programs. NSWC Corona Division is to provide support to the Egyptian Air Force (EAF) Metrology Engineering and Calibration Center (MECC) to establish and maintain a metrology and calibration facility at the Cairo West Air Base, Cairo, Egypt. The Egyptian Air Force (EAF) formerly requested to the U.S. Navy for this MAP Training in order to train their metrology personnel in setting up and maintaining a measurement audit program. 3.0 SCOPE OF WORK Provide MAP training to two (2) EAF metrology experts as further defined in Section 5.0. 4.0APPLICABLE DIRECTIVES Federal Standards: The contractor is required to adhere to all applicable standards and guidelines when applicable. In the absence of named standards, Department of the Navy (DON) standards, applicable Federal Information Processing Standards (FIPS), and broadly accepted professional standards shall prevail as related to the associated industries within the task identified in Section 5.0. 4.1DoD 5220.22-R, DoD Industrial Security Program 4.2DoD 5200.1-R, DoD Information Security Program 4.3DoD 5220.22-M, National Industrial Security Program Operating Manual 4.4DoD 5400.11-R, DoD Privacy Program 4.5Privacy Act of 1974 (As Amended) 4.6Directive-Type Memorandum (DTM) 08-003 4.7SECNAV M-5510.36, DoN Information Security Program 4.8SECNAVINST 5211.5E, DoN PRIVACY PROGRAM 4.929 CFR 1925 Safety and Health Standards for Federal Service Contracts 4.10 OPNAVINST 5090.1 (series) 4.11 OPNAVINST 5100.23 (series) 4.12 CNICNOTE 5530 of 02 May, 2011 4.13 NSWCCORDIVINST M-5510.2, Information and Personnel Security Program 4.14 NSWCCORDIVINST 5530.2, Physical Security Plan 4.15 OSHA Directive CSP 03-01-003 4.16 OSHA Code of Federal Regulations (CFR), 29 CFR 1910 Standards for General Industry 5.0PERORMANCE REQUIREMENTS 5.1The contractor shall provide two (2) students with the training and tools to implement a MAP program in Egypt hosted by the MECC and support Type III and Type IV Calibration Laboratories. 5.1.1The training will cover the process of Opening and Closing Measurements by the MECC, their supporting Egyptian Type III, and Type IV Calibration Laboratories. 5.1.2The training will cover the statistical analysis on the data. Additionally, the class will cover reporting on the statistical analysis. 5.1.3The training will cover both mechanical and electronic measurements as well as uncommon requirements for the major measurements areas. 5.1.4The contractor shall provide all training material to include PowerPoint presentations, Microsoft Excel macros, and handbooks. 5.1.5Duration of the class shall be no longer than one week (five working days) and shall be conducted between the hours of 0800-1700. 5.2NSWC Corona will provide the classroom. The classroom will include a computer with Microsoft Office Professional for each student. 5.3The contractor shall provide an instructor with at least 10 years of Metrology experience with a minimum of five years management in a Measurement Audit Program or equivalent.
