Description
This is a Sources Sought Notice to determine business size and market capability for an upcoming competitive procurement for Career and Retention Services (CaRS) for the Georgia Army National Guard (GA ARNG). This is not a Request for Proposal, proposal abstract, or quotations. A solicitation is not currently being issued at this time. The pre-solicitation for W912JM13T0001 can be viewed on FedBizzOpps.gov here: https://www.fbo.gov/index?s=opportunity&mode=form&id=5a9c188d0f2ad36e3477f5c513c06408&tab=core&_cview=1 Your responses to the information requested will assist the Government in determining the appropriate acquisition method to include whether a set-aside is possible. Failure to obtain adequate responses from responsible SBA 8(a) firms or other small businesses may result in the determination to conduct this procurement action under full and open competition. Background: The GA ARNG requires intensive process support for retaining Soldiers. Qualified and experienced Soldiers represent a significant investment of time, training, and other resources. It is therefore critical that the GA ARNG meet or exceed its NGB directed retention mission as Soldier losses undermine unit cohesion and readiness. Failure to do so will jeopardize the ability of the organization to meet its end strength requirement, provide ready and available units for our nations conflicts, and protect the home front from natural and manmade disasters. Period of performance: (1) year Estimated value of contract: $500K - $1M Description of Work to be Performed: The Contractor shall provide all labor, materials, and equipment necessary to provide CaRS to the GA ARNG. The technical and training infrastructure coupled with the manpower provided by the Contractor shall enable process ownership at the Material Support Command (MSC) and battalion level chain of command. The Contractor shall provide consulting services and technology in the areas of program planning, program resourcing and program execution, as well as market data and technical analysis support. The Contractor shall also provide a retention information management system (RIMS) along with the necessary quality assurance/quality control measures to ensure program effectiveness. Capability Statement: In order to make this determination, the GA ARNG requires the submission of the following information from interested vendors: All respondents must provide a Capability Statement that addresses the following (in order): 1.Type of services provided by interested firm that demonstrate its ability to perform the services described in the 'Description of Work to be Performed.' 2.Services provided under previous contracts that are similar in size, scope and complexity to this effort. This information should include relevant details and past performance information from at least (2) previous contracts to include program title, customer name, project dates, project value, customer point of contact, and description of work performed. 3.Respondent's access to additional resources, skills, subcontractors, etc., (if necessary) to perform the contract. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort. 4.Copies of certification letters from all responding small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that have been certified by the Small Business Administration (SBA), if applicable. Response to this Sources Sought must also include the following information: A) Name of company B) Address C) Phone and Fax number D) Point of contact E) Email address F) Business size status: 8(a), Small Business, SDVOSB, VSB, etc. G) Verification of registration in the System for Award Management (SAM) H) Any other pertinent information. All responses are to be submitted on company letterhead and limited to a total of(10) typed pages, with font no less than 11 point. Information on pricing is NOT required. However, if vendors submit general information on prices/costs or a commercial/catalog price list, the GA ARNG may use the information for informational purposes only and it is NOT binding in any way. At this time, the Performance Work Statement/Statement of Objectives is not available. All responses to this Sources Sought must be received by 29 July, 2013 8:00 AM EST by email to Michelle Meadors at michelle.e.meadors.mil@mail.mil. Questions will be responded only through e-mail to Michelle Meadors at michelle.e.meadors.mil@mail.mil. No potential Offeror will be invited for telephone or in-person presentations. Any vendor not completing the requested information in this Sources Sought will be considered not to be capable of meeting the required criteria to be included in the small business set-aside decision. All interested vendors are advised that the GA ARNG will not pay for any information or any administrative costs incurred that are associated with any response received in response to this Sources Sought.
