Description
Notice Type: Presolicitation Synopsis: Construction Project No. XQPZ 10-0105F, entitled 'Repair Cadet Gym Phase 6'. The solicitation will be issued as a Request for Proposal (RFP) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All bidders must be registered on www.sam.gov. The NAICS Code 236220, along with size standard $33.5 million applies. The procurement is entitled 'Repair Cadet Gym Phase 6' at the United States Air Force Academy (USAFA) in Colorado. Contractor shall furnish all labor, materials, tools and equipment required to perform work for this project at USAFA, Colorado. Repair Cadet Gym Phase 6 is part of a multi-phase series of projects to renovate and update the Cadet Gym at the Air Force Academy, CO. The updates include numerous building renovations in response to current Air Force physical education requirements and personal fitness training programs. The construction of Phase 6 has been scheduled for construction to follow Phases 4 and 5 currently in construction in the north end of the Cadet Gym. Old racquetball and squash courts will be renovated, and structural floors added, to provide spaces for the Triathlon Club, Weightlifting Support Space, Crossfit Training Space, and a TV Studio. The Weightlifting space will be renovated and updated for current program requirements. Existing gym space will be renovated to accommodate Gymnastics and support spaces, including retractable seating and space for various gymnastics equipment for competitions. Also included in these renovations are Men's and Women's Restrooms, Lockers, and Showers for the gymnastics programs. An elevated platform will be added for Gymnastics that includes an in-ground trampoline with several recessed foam pits to accommodate gymnastics competitions. Existing offices will be renovated and reconfigured to provide additional office space, conference rooms, and support spaces for coaching staff requirements. A series of temporary ganged office trailers will be located outside and adjacent the Cadet Gym to accommodate locations for personnel dislocated from offices during construction. These trailers will be installed during Phase 6, and will remain in place to be used again for construction coordination of future Phase 7. Temporary utilities, including power and communications, will be required for the trailers, with connections from existing utility locations in the Cadet Gym. Water and sanitary sewer services will not be provided to the trailers, and personnel will use facilities in the Cadet Gym. The structural, mechanical, plumbing, fire suppression, electrical, lighting, public address, and fire alarm systems will be provided new to serve the reconfigured spaces. The architectural and interior design elements will provide materials and colors that visually complement the materials and colors used throughout the preceding Phases 2 through 5 projects, and which comply with the USAFA Design Standards. Work is to be completed in accordance with the contract drawings and specifications. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). Bidders are advised that they are responsible for obtaining all amendments. NO HARD COPY DOCUMENTS WILL BE AVAILABLE. All project information is available free of charge on the www.fbo.gov website. Contract completion time is tentatively 438 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is more than $10,000,000.00. All questions must be submitted in writing. No telephone calls will be returned. The solicitation will be issued on/about 6 August 2013. A pre-bid meeting/walkthrough is tentatively scheduled for 15 August 2013 at 09:00 AM MST, attendance is not mandatory, but is strongly encouraged. Please note, the time and place of the site visit may change due to mission requirements and interested contractors will be notified. Contractors choosing to attend the site visit should notify the Contract Specialist, Ashlea Toms no later than 12 August 2013 at 02:00 PM MST. Contractors who do not possess a current Contractor Access Badge (CAB) to USAFA must submit a list of those attending with the individual's name, date of birth, home address, driver's license number and issuing state so passes can be made available to access the United States Air Force Academy. Anyone who plans to attend the site visit, but fails to contact the Contract Specialist prior to the deadline stated above will not be permitted to attend the site visit. All attendees must be on the bus. The number of personnel for the site visit is limited to no more than four individuals per contractor. Prospective offerors must submit all questions in writing. Questions are tentatively due not later than 20 August 2013 at 08:00 AM MST via Request for Information (RFI) to Ms. Ashlea Toms. Proposals will be tentatively due at 2:00 PM MST (local time) on September 5, 2013. Electronic and faxed bids will NOT be accepted. This project requires the successful contractor to secure bonding. Pursuant to Air Force Federal Acquisition Regulation Supplement (AFFARS) paragraph 5301.9102(a) Ms. Kelly Snyder has been appointed as the USAF Academy Ombudsmen. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." This is a "Straddle B" Project.
