Description
The Bureau of Reclamation intends to procure ground based radar systems to support mitigation of risk to its critical assets though early detection of unauthorized intrusion into and around restricted areas of government owned and controlled space. Both fixed beam (stationary) and rotating beam (scanning) radar systems are required to fulfill Reclamation's requirements. Reclamation will procure one scanning radar system and three stationary radar systems. The systems shall possess the following salient characteristics. 1. FCC Licensing The system shall be fully licensed under the rules and provisions of the Federal Communications Commission prior to the closing date of this or any future solicitation or procurement action. Evidence of equipment licensing shall be submitted along with any offeror's proposal. 2. Peak Power Output The system's peak power output shall be less than the Occupation Safety and Health Administration (OSHA) threshold for posting of public warning indicating the use posing a risk to human health due to radio frequency radiation. Evidence of system output and compliance with OSHA requirements shall be submitted along with any offeror's proposal 3. Weather/Dust Proofing and Corrosion Resistance All system components shall be water and dust tight. All enclosures shall meet the National Electrical Manufacturers Association (NEMA) requirements for NEMA 4x and NEMA 5 enclosures. 4. Physical Requirements a.The system shall be capable of uncompromised operation when the vertical axis of the system is oriented up to 20 degrees off plumb. b.The primary components of the system, (i.e. the enclosure, radar head, processor, data transmission equipment, and other ancillary components contained in the primary enclosure), shall weight no more than 75lbs (excluding mounting brackets). c. The system shall operate without failure or degradation of performance between -40 and +70 degrees Celsius. d. The system shall be capable of 24/7 operation with a minimum mean-time-between-failure of 3-years. 5. Detection Performance a.Capable of detecting a walking person at a range of 700 meters b.Capable of detection a crawling person or swimmer at 300 meters c. To allow for adjustments in the orientation of the radar's vertical axis to accommodate installation constraints and changes in reservoir elevations, the above detection performance shall be maintained when the angle between the target trajectory, surrounding terrain, or body of water and the centerline of the vertical beam pattern is between 0 and 20 degrees when operated over land or water. 6. Administrator / Operator Interface The system shall be provided with a graphical user interface (GUI) which shall allow configuration and monitoring of the radar system(s) at the radar server and/or workstation. 7. Masking / Defining of Alarm Zones a. It shall be possible to mask areas of the systems detection range and area and conversely define areas of interest (alarm zones) through a simple graphical user interface (configuration GUI). The configuration GUI shall allow for the import, scaling, and storage of internet based aerial mapping or satellite imagery. The aerial mapping shall provide the basis and background for the configuration of the alarm zones and zone masking using the configuration GUI. The GUI shall allow for location and orientation of the radar instrument position on the background imagery/mapping. b. The system shall allow configuration of alarm zones of any size and shape within the detection range (minimum of 10 zones for scanning radar, minimum of 5 zones for stationary radar). Zones shall be defined and saved to the system memory by drawing of polygons on the background mapping. It shall be possible to create polygons with at least 30 vertices. It shall be possible to drag and drop any vertex of the polygon to change the shape and size of the zone. 8. Filtering a. The system shall include false and nuisance alarm abatement algorithms. b. The system shall include the ability to define and filter target velocities, allowing configuration of the system to eliminate targets moving below a minimum speed. 9. Alarm Processing and Alarm Output a. Processing of intrusion into user defined alarm zones will be done locally, at the radar device and within the system environmental enclosure(s); or remotely at a dedicated signal processor. b. Upon detection of an intrusion (target) the system shall affect a local dry-contact closure. There shall be at least 10 dry-contact closures provided for scanning radar, 5 dry-contact closures for stationary radar. Each dry-contact shall be capable of being associated with one the user pre-defined alarm zones. It shall be acceptable to provide a separate but co-located, firmware based, alarm interface for this requirement. The environmental enclosure housing the dry-contacts shall allow connection to the dry-contacts via a 1-inch penetration through the bottom of the enclosure. 10. Communications Any and all communication between system components must be transported over dedicated, isolated conductors (fiber or copper). Systems which require access to / use of Reclamation LAN/WAN infrastructure will not be accepted. Any business firm that believes it can execute the pending requirement is encouraged to obtain a copy of the Request for Proposal from the Contracting Officer. All contractors requesting a copy of the Request for Quote within the synopsis period (date of publication through final posting date) will be forwarded a copy of the Request for Quote. Please note that based on how Fed-Biz Ops posts a synopsis, the "Post Date" is the first day of the synopsis publication, and the "Original Response Date/Current Response Date" equates to the expiration date of the synopsis, not the due date of any proposal.
