- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposal (RFP) to provide delivery of Ultra Low Sulfur Diesel, #2 Heating Oil, and Propane Heating Fuels for the Eastern Massachusetts National Wildlife Refuge Complex Headquarters located in Sudbury, MA 01776. This procurement action is being solicited as a Small Business Set-Aside. The NAICS code is 454310, with a size standard of 50 (or less) employees. This requirement is being procured in accordance with FAR Part 12 "Acquisition of Commercial Items" and FAR Part 15, "Contracting by Negotiation". This work involves providing delivery of the fuels described above, as defined in the Statement of Work that will be provided when solicitation is issued. Detailed requirements and/or specifications will be listed within the solicitation. A Firm Fixed Price award is contemplated from this solicitation with an award to the offeror(s) providing the best value, based on the evaluation criteria outlined in the solicitation once issued. Evaluation of interested firms will be based on a minimum of past performance and pricing. This action is projected to have one base year and four option years totalling five years if all option years are fully exercised. Solicitation package number F13PS00661 will include the Solicitation Form (SF-1449), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net/FedConnect/Default.htm public opportunities on or about August 9, 2013. Contractors must be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer using the data within the SAM registration database.
