Description
This Presolicitation Notice is to announce that the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Alarm Communication Center, on a sole-source basis, for security and monitoring services. The USGS has concluded that these services are unique and only available from Alarm Communication Center. The reasons justifying this lack of competition is based on the following description of specific qualifications the Government requires of the service to meet its minimum need, and the factors the Government will use to evaluate the service information submitted by firms in response to this Notice: Monitoring Service at the Columbia Environmental Research Center, Columbia, MO This award will have four option years. Contractor shall supply CERC with monitoring services to encompass the following: Fire, Security and power outages for nine (9) buildings, 2 deep water wells and a 150,000-gallon water storage tank. This system shall be monitored 24 hours a day and 365 days a year. Upon receipt of any alarm call, contractor shall notify specified On Call Center personnel by home or cell phone systems. A listing of residence and cell-phone numbers along with appropriate contacts and On-Call schedules shall be provided upon completion of awarded contract. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be emailed to Beth Wilson at bwilson@usgs.gov. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
