- An official solicitation notice with general specifications is expected to be issued on July 23, 2013. Solicitations will only be accepted via the EMPTORIS eSourcing system. Please see below on how to participate. MINIMUM REQUIREMENTS: Prior Experience: Suppliers must provide two examples of a roof replacement or replacement project in an occupied commercial or manufacturing-type building completed in the past two years at a cost exceeding $1Million. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. If your organization wishes to participate in this solicitation, the following are instructions on how to participate: If your company is already registered in Emptoris, please contact Jim Cooley at james.a.cooley@usps.gov or (860) 285-7015 to request an (RFP) request for proposal. If your organization wishes to participate in this solicitation and you are not registered in Emptoris, please contact Jim Cooley at james.a.cooley@usps.gov and request Emptoris registration instructions. Once a supplier completes the registration process, the Postal Service will review the entry within three (3) business days to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event opens. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to August 8, 2013. Each organization must "accept" the Invitation in order to place a proposal in Emptoris. Any required documentation may be attached to your proposal after submitting total dollar amount of proposal in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
