Description
The Department of Veterans Affairs Palo Alto Health Care System (VAPAHCS) is seeking artists to provide art design, fabrication, and installation services for the Interior lobby of the Defender's Lodge at the Palo Alto campus. The Defender's Lodge is a 52 suite hotel for medical center patients that will be completed in fall 2013. The Commission is to create work(s) for the Defender's Lodge lobby. The art created for the building should be considerate of the buildings intended use and guest veterans, should integrate well with the architecture of the building, and should reflect the spirit of the VA. The artist will work with an architecture firm to ensure that the art integrates well with the architecture of the building. At a minimum, the scope of services for this commission will require: collaboration with the architect and landscape designer, development of a design, participation in meetings and design reviews as necessary, and the installation of the artwork at the project site. Artists will be evaluated based on the criteria set in FAR52.212-2 below. All submittals shall be submitted under the procedure outlined in FAR 52.212-1. Artists who wish to participate shall submit their qualification and portfolio as requested per FAR52.212-1 and 52.212-2 no later than August 14, 2013 at 4pm Pacific Standard Time (PST). Submissions received after the deadline will not be considered. Questions shall be directed, in writing, to Ms. Leala Jew via by email Leala.Jew@va.gov no later than August 7, 2013 by 4pm, PST. This is a firm-fixed price contract award under this solicitation number VA261-13-R-0983. This solicitation is 100% Set-Aside for Small Businesses. FAR 52.212-1 Instructions to Offerors This will be a two-step process. The intent is to use fair, timely, and cost-effective procedures for the solicitation, evaluation and selection of the Offeror most advantageous to the Government. The purpose for utilizing a two-step RFP process is to allow Offerors to respond to the first step in a timely and cost effective manner and to allow the Government to down-select expeditiously to no more than four artists to proceed to Step Two. Step Two will require a more comprehensive response by the Offerors than was submitted in Step One. The submittals are to be separated into two distinct submittals (two-step process). It should be clearly understood that until an Offeror is notified of selection to proceed to Step Two, there is no reason to prepare the Step Two submittal. The four artists who make the shortlist will be given a stipend of $5,000 each to put together a proposal for an art work or works. In addition, shortlisted artists will be contacted and invited to a site visit to learn about agency missions and to develop an understanding of the site's geography, history and identity. A detailed Statement of Work and budget range will be given to the shortlisted artists. 1. Submittal Requirement (Step One) - Limited to 10 pages Volume 1 - DescriptionNo. of Submittals Resume including the following information: a. Name of Individual (Last, First, MI) b. Company Name (if applicable) c. Location/Address/State/Zip d. United States Citizenship Status e. Five portfolio images of past work samples that illustrate the nature, medium, scope and style of the work. f. An artist statement of no more than 75 words. g. Submittal Requirement (Step Two) - Shortlisted Artists Only Volume 2DescriptionNumber of Submittals a. Preliminary concept that demonstrates the artistic expression of the work, including its scope, design, location, size, and the aesthetic and material aspects of the work. The artist's preliminary concept may consist of drawings, models, photographs, or digital renderings. b. The artist's brief written statement of an overall approach to the project that clearly conveys a meaningful concept of the artwork and its relationship to building or site design. c. A list of references (such as public art administrators or museum curators) that can be contacted to verify the artist's past performance on completed projects. d. A list of sales figures and/or commission budgets for the artist's completed projects. e. An explanation of how the artist's experience prepares him or her to accomplish the project. f. A cost estimate for the project. One electronic copy to Leala.Jew@va.gov FAR 52.212-2 Evaluation Factors Step One Evaluation Factors Artists will be evaluated based on the following criteria. The Technical Evaluation Board (TEB) will count the combined weight of all the selection criteria as significantly more important than price. 1. Scope. This criterion considers the recognition of an artist's work by peers as documented by the artist's history of exhibitions, commissions, sales of works, honors and awards, public collections, and/or educational attainment. The standard for evaluation is met when the artist's history is of a scope that is suitable for the project. 2. Media. This criterion considers the extent of the artist's past work in any of the artistic media determined by the board to be appropriate for this commission. These are broad, overarching categories that include but are not limited to: sculpture, painting, architectural media, electronic media, landscape media, and graphics. The standard for evaluation is met when the artist has worked successfully in those media determined by the board to be appropriate for the project. It is also possible for the Board to exclude certain types of media, based on the requirements or limitations of the project. 3. Materials. This criterion considers the extent of the artist's past work in any of the materials determined by the board to be appropriate for this commission. Materials may include but are not limited to: cast metals, stone, glass, mosaics, neon, LEDs, or any other durable and non-toxic material. The standard for evaluation is met when the artist has demonstrated proficiency in the use of durable, non-toxic materials from among those determined by the board to be suitable for the project. 4. Content. This criterion considers the subject matter, meaning, range, and focus of the artist's work. The standard for evaluation is met when the board determines the content of the artist's past work is applicable to the project. 5. Style. This criterion considers the stylistic skill demonstrated by the artist's past work. Style encompasses the formal qualities of the artist's work, such as the use of color, shape, scale, volume, texture, composition, and other visual elements. The standard for evaluation is met when the artist's body of work is determined by the board to be stylistically well-suited for the architectural design, function, and location of the building project or its site. The board will not prescribe any one acceptable artistic style for the project, such as "abstract" or "representational." Rather, this criterion evaluates the skill with which the artist composes formal qualities within the style of his or her own body of work. Step Two Evaluation Criteria Artists will be evaluated based on the following criteria. The Technical Evaluation Board (TEB) will count the combined weight of all the selection criteria as significantly more important than price. 1. Durability/Projected Longevity. This criterion considers the projected durability and lifespan of the proposed work. The standard for evaluation is met when the board determines the artist's proposed artwork will have a life span equal to or longer than 25 years. 2. Appropriateness to Healing Environment. This criterion considers the appropriateness of the proposal for placement in a facility that serves veterans. The standard for evaluation is met when the board determines that the media, materials, content, and aesthetics of the proposed artwork are appropriate for placement in a facility that serves veterans. 3. Appropriateness to Site-Specific Conditions. This criterion considers the relation of the proposed artwork to the architecture of the building(s) and landscape surrounding the work. The standard for evaluation is met when the board determines that the architecture of the building(s) and surrounding landscape would be enhanced by the proposal. 4. Stylistic Appeal. This criterion considers the stylistic skill demonstrated by the artwork proposed by the artist. Style encompasses the formal qualities of the artist's work, such as the use of color, shape, scale, volume, texture, composition, and other visual elements. The standard for evaluation is met when the artist's proposal is determined by the board to be stylistically well-suited for the architectural design, function, and location of the project. 5. Past Performance. This criterion considers the relevant information regarding an artist's performance under previous contracts or agreements. The standard for evaluation is met when the artist's record demonstrates the ability to complete the project requirements, application of standards of good workmanship, adherence to schedules and budgets, and reasonable and cooperative behavior. 6. Experience. This criterion considers the extent of an artist's past experience with similar commissions or projects, based upon the scale, complexity, predictability, budget, and range of production over time. The standard for evaluation is met when the artist's record demonstrates the ability to take into account the nature, use, design, and constraints of the site in order to create a unique and engaging artwork. 7. Within Budget Range. The criterion considers the estimated cost of the proposed work. The standard for evaluation is met when the proposal is within the project budget range.
