- REQUEST FOR INFORMATION (RFI) KC-135 R/T Air Refueling Fuel Vapor Protection INTRODUCTION This is a Request for Information (RFI) is for the KC-135R/T and OC-B. There is not solicitation available at this time. This RFI is published for Market Research purposes only. Participation in this RFI is optional and not required in order to respond to any subsequent procurement this Contracting Agency may take. Any information used will be on a non-attribution basis. Restrictions that would limit the Government's ability to use the information for these purposes are of limited value to the Government and are discouraged. There is no commitment by the Government to issue a solicitation, to make an award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is strictly voluntary. This RFI is strictly for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available. PURPOSE The AFLCMC/WKDM Program Office, Tinker AFB, OK, is conducting market research to determine estimated cost and schedule to procure an upgrade to existing air refueling (AR) and refueling receptacle (ARR) manifold systems. The purpose of this RFI is to gather information on providing dual fuel vapor barrier protection that could be installed on AR and ARR manifold systems across the KC-135 R/T fleet. Dual fuel vapor barrier protection for the AR and ARR manifold systems is required to provide primary and secondary liquid-tight and vapor-tight barriers, a means to determine if the primary barrier has failed, and safe drainage of primary barrier leakage. BACKGROUND If a rubber seal fails on an ARR or AR manifold system there is no secondary seal or safe drain to keep fuel separate from the crew compartment. Leaking ARR manifolds introduce fuel into the flight deck near the area of the navigator's station. AR manifold leaks can introduce fuel in the boomer's pod and accumulate in the boom sight window and floor. DESCRIPTION AFLCMC/WKKPA is requesting information pertaining to the procurement of 398 AR manifold upgrades (plus 40 spares), 9 ARR manifold upgrades (plus one spare per design, or two spares total), and 2 OC-B fuel drain manifold upgrades (plus 1 spare). Of the 9 ARR manifolds, six were designed by LTV and three by Boeing. An Illustrated Parts Breakdown (IPB) is available upon request to assist in the design of a viable solution. The IPB drawings are Distribution Statement D, "Department of Defense and U.S. DoD Contractors Only" and as such will only be shared with U.S. DoD contractors with an assigned CAGE code. Photographs of the ARR receptacle and of certain sections of the AR manifolds are available upon request to the DoD and U.S. DoD contractors only. Fuel manifold leaks into the cabin and crew compartment where ignitions sources may exist which could potentially result in cabin fire/explosion. AFLCMC/WKDM aims to mitigate this serious risk by procuring AR and ARR manifold upgrade kits able to provide dual fuel vapor barrier protection. The current system utilizes one o-ring at each pipe junction. When the o-ring fails there is nothing in place to prevent fuel from entering the crew compartment. For AR equipped aircraft, the following apply: There are a total of seven junctions with a single o-ring between two flanged pipe ends. For OC-B aircraft fuel drains, the following apply: There are a total of five junctions with a single o-ring between two flanged pipe ends. For LTV ARR equipped aircraft, the following apply: There are a total of nine junctions with a single o-ring between two flanged pipe ends. There are a total of two couple joints with one o-ring on the top and bottom. For Boeing ARR equipped aircraft, the following apply: There are a total of four junctions with a single o-ring between two flanged pipe ends. The dimensions of these pipes are not available due to restricted rights. DISCLAIMER This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Program Estimated Cost information (ROM) for design - Include separate estimates for: Production Kits, Non-recurring Engineering, Spares, Prototypes (1 per design), Kit-proofing, and Installation Costs (for one KC-135R/T model with AR mod only, for one KC-135R/T model with AR and ARR mod, and for one OC-135 mod) 3. Delivery schedule/product availability of 398 AR manifold kits 4. Delivery schedule/product availability of 9 ARR manifold kits 5.
