Description
This is a notice of intent to contract (NOCA). The Western Area Power Administration, Desert Southwest Region (DSW) has a preventive maintenance requirement for the emergency power backup system to our power system. This system provides power in case of an emergency power outage in the Phoenix area. The system consists of two MGE Galaxy PW 150 KVA UPS Systems, to include batteries, and two Cyberex Static Switches. The contractor shall be a manufacturer authorized field service provider for both companies to perform preventive maintenance on this type equipment. This system requires a service agreement to maintain and ensure the operation of the system. It is critical that the service provider be able to complete service on all the parts that make up this system. This company must be able to provide authorized manufacturer representative service for the entire system. The UPS system is manufactured by MGE and the switches are manufactured by Cyberex. The only trained personnel that can provide upgrades, maintenance, and repairs to the system are manufacturer authorized service providers. The System is required to support the Operations and Scada on a 24x7 basis, the firmware and the latest training of the technicians are needed to support the system. No other companies will have access to the latest R&D, firmware and training that the manufacturer can provide. No other companies have been found that can fulfill/perform all of the requirements of the acquisition. DSW intends to award a sole source contract to NGH Power Systems of Phoenix, AZ. DSW believes NGH Powers Systems is the only company manufacturer authorized to provide preventive maintenance services and upgrades for both systems in the local area. This contract will be for a base plus two option years. Any other firm desiring consideration must fully identify its capability to perform the preventive maintenance requirements by providing a Statement of Capability (SOC). The SOC must show that a firm is capable of providing manufacturer authorized field service for both systems. SOCs are limited to five (5) pages. Submit SOCs electronically to ejordan@wapa.gov no later than the close of this notice.
