Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Clinical Center (NIH CC), Radiology & Imaging Sciences, intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii) and HHSAR 306.302-1 (a) (2) (ii), a contract to purchase a" Philips Sonalleve Magnetic Resonance-High Intensity Focused Ultrasound System". This procurement is to provide an upgrade of existing Philips equipment. However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 10 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Deliveries should be Hand Carried or sent via other mail or package Delivery Services. NO COLLECT CALLS OR FACSIMILE TRANSMISSIONS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE INTENT SYNOPSIS. The Clinical Center (CC), plans to procure, on a sole source basis to Philips Healthcare North American Corporation, 3000 Minuteman Road Andover,MA 01810-1032, the Philips Sonalleve Magnetic Resonance -High Intensity Focused Ultrasound System Version Two, which is an upgrade from the current Philips Sonalleve Magnetic Resonance -High Intensity Focused Ultrasound System Version One, in order to support the mission critical research in molecular imaging and cancer treatment with the Clinical Center for Interventional Oncology and through collaboration with extramural parties. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 423450 and the business size standard 500 employees. Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract. The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than July 27, 2013 at 4:00PM, Eastern Standard Time.
