- The US Food and Drug Administration (FDA) intends to negotiate on a sole source basis with Biomedical Device Consultants & Laboratories, Wheat Ridge, Co 80033, under the authority of FAR 6.302-1, for the purchase of a Pulse Duplicator and Pulsatile Pump System for the FDA-MIT designed Multi-Mode Stent Testing Apparatus under FDA's Critical Technology Development and Assessment with Academia Program. Reasons we propose purchasing the BDC Laboratories' Model PD-11 00 Pulse Duplicator and Pulsatile Pumping System follows: 1. It has a unique diastolic control module (patent pending) which allows the user to control and adjust the diastolic filling pressure of the experimental system and achieve a clinically relevant pressure filed for testing cardiovascular devices. This module prevents this filling pressure from going significantly negative. 2. It has PD control and data acquisition software (developed by BDC Labs) which provides unique graphic user interface (GUI) to present all measurement signals in many real time as well as data logging configurations such as a) user-defined multiple signal overlay real-time chatl; b) isolated real-time signal chatls; c) real­ time chart pausing & resizing features; d) user defined real-time, moving window averaged algorithm for statistics of all measurement signals; and e)buffer acquired data logging for multi-day experiments. This software also has a signal regeneration drop-in module to facilitate the regeneration of any two Statys (trade name) PD input measurement signals as output signals for acquisition by secondary systems. The scaling and general characteristics of the regenerated signals can be defined by the user to ensure compatibility with the secondary equipment hardware requirements. Therefore, this unique PD-1100 system module provides a means to execute experiments across multiple test systems with data acquisition shared between interfaces to simplify and better manage acquired measurement data. This is required in order for us to integrate the BDC pump system with Instron's WaveMatrix software for FDA's and MIT's 3000 ElectoPuls Fatigue Testers. This is an absolute requirement. The NAICS code is 621511. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, interested sources must submit descriptive literature, fully documenting their capability to provide this equipment, which will be considered by the agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. It is anticipated that award may be issued to BDC Laboratories approximately 15 days after the date of this notice unless the Government determines that any other organization has the capability to meet this requirement. All responses must be received no later than 1:00 PM EDT on July 29, 2013 to the attention of Henry Copeland at Henry.Copeland@FDA.HHS.Gov
