- USAID Partership for Development Project Draft Statement of Work USAID Partnership for Development Project The United States Agency for International Development (USAID) Mission in Kosovo is seeking comments on the draft Statement of Work for the new Partnerships for Development project, referenced above. USAID invites comments to strengthen the Statement of Work in anticipation of a Request for Proposals. USAID may revise the Statement of Work based on comments received, but it is not obligated to do so. The goal of the project is to enhance the enabling business environment for the private sector growth and expanded employment opportunities in Kosovo, and to enhance the capacity of the host country government to identify, plan, procure, implement, and monitor technical assistance directly funded by USAID using host country government system, legislation, and procedures. The three objectives of the new Partnerships for Development project are: Objective 1: Business Environment Improvement; Objective 2: Improved Implementation of Construction Reforms; and Objective 3: Enhanced Macro-Economic Stability and Public Financial Management (PFM) at the Central and Local Level The attached Statement of Work is released to solicit comments and suggestions on the Statement of Work and the proposed approach of the project. Comments may be submitted until August 5, 2013 5:00 pm Kosovo time. Comments must be submitted to Ms. Jessica Faber, Regional Contracting Office/Kosovo, at pristinausaidrcoext@usaid.gov or jfaber@usaid.gov. This is not a formal Request for Proposals. The USAID Mission in Kosovo will inform potential offerors of the Request for Proposals for the new Partnerships for Development project through a Pre-Solicitation Notice that may be issued in the near future. This notice does not constitute an obligation or endorsement by USAID to proceed with the new Partnerships for Development project. Any planned undertakings pursuant to on the new Partnerships for Development project are subject to internal approvals and availability of funds. Responses to this request for comments are not binding on the U.S. Government and do not obligate USAID to issue a Solicitation, nor does it commit USAID to pay any cost incurred in the preparation and submission of comments.
