Description

COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for construction item as supplemented with additional information included in this notice. This announcement constitutes a Request for an RFP response with a SF 1442. VA-259-13-RP-0849 is hereby issued as a request for proposal (RFP) for OI&T Dumbwaiter Closet Ventilation and Elevator at the Denver, CO Veteran Affairs Medical Center. This combined synopsis/solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-56, 02 March 2012. The NAICS code is 236220. The small business size is $33.5M. See attachment SOLICITATION.VA-259-13-RP-084, for all pertinent details to this RFP Submission. The estimated price range is between $100,000 and $250,000. This Request for Proposal is for construction of an OI&T DUMBWAITER CLOSET VENTILATION AND ELEVATOR. Contractor shall supply all tools, labor, material, equipment and supervision required to install a variable refrigerant flow (VRF) single DX condensing unit, to be located on the tenth floor roof outside the existing mechanical penthouse. Install refrigerant piping (R-410A) from the condensing unit through the mechanical penthouse to the location of the dumbwaiter shaft. Install refrigerant piping routed vertically down the existing shaft to serve five approximately 2.5-ton ductless fan coil units located on the 3rd, 4th, 6th, 7th, 8th and 9th floors, also to be installed by the contractor. Work shall also include all site-preparation requirements (demolition and construction) and installation to remove and replace the existing rooftop HVAC unit with a new 10-ton package rooftop unit. The existing unit would be removed to provide access to connect to the existing ductwork, as shown on plans and specifications. See attached SOLICITATION.VA-259-13-RP-0849 for complete Statement of Work. A pre-proposal conference will be held on 7/25/13 from 9:00am-10:00 am MT in Building 7, Facility Management Service (FMS) at Denver VA Medical Center. The address is: Denver VA Medical Center, 1055 Clermont Street, Denver, CO 80220. This pre-proposal conference is not mandatory. Written questions will be due by 7/29/13 MT at 5pm in writing to the Contract Specialist, Tracy Lynn Jackson, at tracy.jackson2@va.gov, 303-603-3272. After the deadline for submission of questions listed above, it will be up to the discretion of the Government to answer additional questions. RFP's will be due by 5 pm Mountain time on 8/8/13 in electronic format in no more than 5MG. See attachment to this synopsis, SOLICITATION.VA-259-13-RP-0849, section called: Part I/Section B- Instructions, Conditions and Notices to offerors, for additional details on the process of electronic submission of the RFP's. This construction of an OI&T DUMBWAITER CLOSET VENTILATION AND ELEVATOR award will be a 100% Service Disabled Veteran Owned Business set-aside, utilizing VAAR 852.219-10, VA Notice of Total Service Disabled Veteran Owned Small Business set-aside. (IAW), 804.1102 Vendor Information Pages (VIP) Database, the business must be verified for ownership and control and listed in the vendor information page database, (http://www.vetbiz.gov) at the time of the RFP submittal/receipt and at award, otherwise the offeror will be considered non-responsive.
