MCC-13-RFQ-0126 MCC-13-RFQ-0126.docx International Development and Public Private Participation Specialist MCC-13-RFQ-0126 1)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information including in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Solicitation number is MCC-13-RFQ-0126 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-68, Effective June 26, 2013. 2)The North American Industrial Classification Systems (NAICS) code is 541611 and the small business size standard is $14 million. 3)FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The exact text and wording of clauses and provisions may be obtained from the Internet at http://acquisition.gov/far/index.html. The Government contemplates the award of a Time and Materials Order resulting from this solicitation. NOTE: An Addendum to FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items, (Alt I) is attached. 4)The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected countries that demonstrate a commitment to just and democratic governance economic freedom, and investments in their citizenry. For more information on the MCC, please visit www.mcc.gov. 5)THIS ANNOUNCEMENT IS FOR AN INDEPENDENT CONSULTANT AND IS NOT FOR INDIVIDUALS SEEKING EMPLOYMENT DIRECT WITH MCC. PLEASE VISIT: http://www.irs.gov/business/small/index.html FOR INFORMATION REGARDING INDEPENDENT CONTRACTORS. Note: MCC will assist the consultant in coordinating with an Independent Contractor Engagement Services Provider for payroll, travel, international travel insurance, etc., therefore, a DUNS number and registration in System for Award Management (SAM) is not required. 6)Description of Services: DCO-TSD, DCO-WA and DPE are seeking a senior level International Development and Public Private Sector Partnership Specialist with demonstrated practical experience in developing countries, familiar with the MCC development model, excellent analytical and communications skills and working knowledge of French and/or Spanish, amongst others. The scope will principally supporting the Finance Investment and Trade (FIT) team with specific needs (e.g. research, analysis and assessments) to explore potential public private sector partnerships and/or other types of engagement with the private sector. However, CT-specific tasks to both the DPE (Threshold Programs) and the WA region are also anticipated as described in the section below. Technical Criteria The consultant shall have the following qualifications: (a)A minimum of a Bachelor's degree in business, economics, international relations, program management, health, engineering, law or other field of study with bearing to international relations and development. (MANDATORY) (b)A minimum of 5 years of professional experience in international development, including experience evaluating, conceptualizing, structuring and implementing cross-sector partnerships (i.e. private, non-government organization, and government), or leveraging complementary investment programs. (MANDATORY) (c)Demonstrated experience of at least 2 years in a developing country working on a large-large development project as a field coordinator, project or program manager. (MANDATORY) (d)Demonstrated experience incorporating development theory into applied practices on the ground to address poverty. (e)Demonstrated experience working with private sector partners and non-government organizations in the nutrition/food industries. (MANDATORY) (f)Demonstrated experience working in the fields of development, development assistance, and private sector partnership in areas such as West Africa, Guatemala, and Indonesia. (MANDATORY) (g)Business level fluency in verbal and written French and/or Spanish is desirable. Past Performance Three (3) professional references for relevant work performed during the past three years. Price The government will examine the proposed rate for reasonableness. 1.)Evaluation Methodology. The Government will perform a comparative analysis of quotes and will assess the advantages and disadvantages of each quote as related to the Evaluation Factors. Multiple awards may be made from this notice and all quotes will be retained and may be utilized for requirements for a period of 6 months. 2.)Quote Deadline. Independent Consultants are invited to submit their quotations in response to this notice by 2:00 pm Eastern Standard Time (EST), August 06, 2013. Only e-mailed requests for additional information will be accepted at MCCConsultants@mcc.gov by 2:00 pm EST on July 30, 2013. Quotations submitted in response to this notice shall include the solicitation number AND description in the subject line and be signed, dated and submitted via email to MCCConsultants@mcc.gov. The maximum file size is 10mb. STATEMENT OF WORK CONSULTANT SERVICES International Development and Public Private Partnership Specialist A. Introduction and Background The MCC is a U.S. Government corporation whose mission is to reduce poverty through sustainable economic growth in carefully and competitively selected developing countries that demonstrate a commitment to good governance, economic freedom, and investments in its people. To receive assistance, eligible countries are required to go through a country-owned process of compact development, which lasts about 27 months and involves varying levels of analyses beginning with a constraints analysis to identify key economic constraint to growth an investment opportunity assessment (IOA) to identify barriers to private sector investment, and a social and gender assessment (SGA) to consider key inequities and gender-specific analysis. Eventually, investment programs addressing the needs identified by these studies are conceptualized, further defined on the basis of feasibility studies and other assessments - and a "Compact" investment program is proposed. A compact is an inter-governmental agreement (Compact) between the partner county and the MCC that involves a commitment to implement a 5-year "implementation" work plan for achieving the agreed-upon development objectives including the responsibilities of each country in achieving these objectives, as well as a budget as well as fiscal accountability regular benchmarks to measure progress towards results. The Department of Compact Operations (DCO) is responsible for guiding and overseeing compact development and implementation. The Department of Policy and Evaluation (DPE) is responsible for determining country eligibility for MCC funding and managing MCC's Threshold Programs. DCO is divided into regions (West Africa or WA; East and Southern Africa or EASA; and Europe Asia Pacific and Latin America or EAPLA). MCC technical environmental and social performance, infrastructure, procurement and fiscal accountability staff form the basis of MCC country teams (CTs), led by Country Transaction Team Leads (CTLs) or Resident Country Directors (RCD) - and are located within the regional divisions. Additional specialty staff including MCC Finance Investment and Trade (FIT) Team (responsible for ensuring that MCC's compacts consider and integrate the role of the private sector during compact design and implementation) is located within the Technical Services Division (TSD) of DCO. Scope DCO-TSD, DCO-WA and DPE are seeking a senior level International Development and Public Private Sector Partnership Specialist with demonstrated practical experience in developing countries, familiar with the MCC development model, excellent analytical and communications skills and working knowledge of French and/or Spanish, amongst others. The scope will principally supporting the FIT team with specific needs (e.g. research, analysis and assessments) to explore potential public private sector partnerships and/or other types of engagement with the private sector. However, CT-specific tasks to both the DPE (Threshold Programs) and the WA region are also anticipated as described in the section below. C. Tasks Tasks will include (but are not limited to) the following: "Review CT-specific background materials, participate in CT-meetings and/or other CT activities - and conduct ad-hoc research (e.g. private sector profiles, NGO or other potential partner profile, opportunities for complementary investments) with bearing on assigned tasks and countries of focus. "Assist with a food fortification market analysis, partner identification, and structuring advice for a potential nutrition/anti-stunting program. "Assist with the implementation of public private partnerships as part of the anti-stunting activities of the Indonesia compact nutrition program. "Assist MCC FIT with the Education, Health and Community Development Private Sector Strategy and the identification of key events/industry meetings that our agriculture and health teams can attend to deepen our sector knowledge and contact-base. "Provide technical input and strategic advice to support agribusiness (or other sector) investment focus for Compacts in Development, in particular Benin II, in coordination with other sectors leads as appropriate (e.g. FIT lead, agriculture lead and the CTL). "Conduct analyses and propose structuring of facilities, partnerships and/or other collaborations with the private sector, NGOs and/or other stakeholders to support sector investments in MCC compact countries. "Provide input/feedback on due diligence and/or 609g needs, contractor scopes of work, contracts and deliverables. "Travel to participate in meetings, workshops and/or other venues as necessary to interface with potential partners, MCC team member or other stakeholders pertinent to the task. "Support DCO in the process of establishing a web-based network of country counterpart staff, including an inventory of skillsets and basic mechanisms for collaboration and exchange of information. " Support other development and implementation needs as these arise. D. Conflict of Interest "The consultant would be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA accountable entity or using funds advanced under a Threshold in the relevant country, unless the consultant submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process. E. Deliverables Deliverables will vary based on the task above, but are expected to include: 1)Reports, presentations and analyses -- (TSD, DPE and/or DCO-specific) as outlined in the above tasks according to MCC Compact timelines and project lifecycles. 2)Trip report (as appropriate should travel be required). 3)Meeting/conference briefs. 4)Weekly MCA Teleconference minutes where necessary. 5)Bi-weekly written updates. 6)Conference call updates at least quarterly. 7)Other written products and/or presentations and other product as appropriate and requested. Acceptance Criteria "The deliverables will be evaluated according to the following criteria: oThoroughness and timeliness in complying with all of the elements in the tasks specified. oQuality and clarity of analyses and work produced. oTimeliness and efficacy of communications with relevant counterparts affiliated with at MCC, Benin II, Guatemala, Indonesia and any MCC eligible country, and other relevant organizations. oAll reports are to be submitted in English in hard and electronic copy (in MS Word), with tables, data and calculations in MS Excel. F. Period and Place of Performance This consultancy maybe filled as a short or long term consultancy with a base period of twelve months with up to one twelve month option year. The estimated numbers of hours are 900. The consultant will work from its home office and/or Benin II, Guatemala, Indonesia and any MCC eligible country, if required. Occasional travel may be required to Washington D.C. and/or an MCC Compact country and will be reimbursed. International relocation, housing and living allowances are NOT costs that will be covered or reimbursed under this contract. The consultant will work from his/her home office. G. Timing and Reporting All formal communication with MCC, including reports, will be submitted to the Contracting Officer Representative (COR)/Project Monitor (PM). The COR/PM for this requirement will be identified via separate correspondence. The COR/PM will have technical responsibility for monitoring the contractor's performance. The COR/PM will review and evaluate the contractor's performance, and also will coordinate any communications with relevant counterparts and other donor agencies and organizations. Any changes in the terms of the Call Order will be made in writing and approved by the Contracting Officer. No representation of the COR/PM shall serve as a basis for an alteration in the general scope of this Call Order or of the terms and conditions of the Call Order unless confirmed in writing by the Contracting Officer. The contractor must communicate with the Contracting Officer on all matters that pertain to the Contract terms. Proceeding with the work without proper contractual coverage could result in nonpayment for that work. H. Other Requirements Travel to Washington, D.C. will be required 1-2 times during the consultancy. Other (international) travel may be requested as needs dictate. The Consultant may be requested to mobilize on short notice and will be expected to deliver high quality finished products in a timely manner.
