Description
Statement of Work In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the National Emergency Management Association (NEMA), to coordinate the National Homeland Security Consortium. The Consortium provides a forum of key national organizations through effective communication, collaboration, and coordination that positively promotes national policies, strategies, practices, and guidelines to preserve the public health, safety, and security of the nation. NEMA is the only organization that is recognized by FEMA to manage the Consortium. The contractor shall provide a level of coordinated input and subject matter expertise in the areas of emergency management, homeland security, fire, law enforcement, EMS, agriculture, National Guard, emergency communications, and public works. The contractor will bring together the perspectives of state and local elected officials and the private sector to provide a broad-based resource and sounding board on homeland security issues for all national stakeholders. The contractor will initiate and facilitate a neutral forum for organizations to exchange ideas, have targeted discussions, and synthesize input to the federal government. Participating organizations began meeting together in 2002 at the invitation of the National Emergency Management Association (NEMA). Since the Consortium was created, NEMA has been the incumbent service provider, serving as the administrative arm of the group and was chosen by the membership to be a permanent Tri-Chair given its role in establishing the Consortium, providing ongoing leadership, securing funding support, administering grants, and providing full-time staff support. For the continuation of this support, FEMA OCPO intends to award a contract to NEMA having a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
