- The following is a Sources Sought notice and also serves as the Pre-Solicitation Notice for this requirement. The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Invitation for Bids (IFB) on or about August 8, 2013 on the FedBizOps website at www.fbo.gov for the removal of sludge and vegetation from a sedimentation pond at the Water Treatment Plant located at Fort Leonard Wood, Missouri. The Government will accept bids from all bidders that qualify under NACIS code 562219 Other Nonhazardous Waste Treatment and Disposal, unless otherwise stated in the IFB. The size standard is $33.5 million. A set-aside or unrestricted determination will be disclosed in the IFB. This solicitation will result in the award of a single Firm Fixed Price (FFP) contract. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Over $500,000. The United States Army Corps of Engineers has the requirement for the removal of alum sulfate sludge and vegetation from the sedimentation pond at the Water Treatment Plant located at Fort Leonard Wood, Missouri. The work to be performed will include, but not be limited to, the following principal features: * Require labor, material and equipment and perform all operations necessary for the complete and satisfactory sludge and vegetation removal from the sedimentation pond. Pond volume is 174,000 cubic yards. * Materials from the pond are to be removed by use of most cost effective and reliable dewatering technology. * Required to comply with Missouri State Operating Permit MO-G640000 for sludge disposal. * Document the sludge application process and submit results to the government. * All materials removed and not reused or designated as salvage material in this project shall become the property of the Contractor, unless otherwise specified, will be the Contractor's responsibility for lawful disposal. The following information is requested in this Sources Sought (SS): 1. Firm's names, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's business size and business category (Large or Small Business, 8(a), HUBZone, Small Disadvantage Business, Women-Owned, Service Disabled Veteran Owned Small Business, etc.) 4. Firm's Joint Venture information, if applicable-existing and potential. 5. Firm's capability to perform a contract of this magnitude and complexity (include firm's in-house capability to execute the removal, transportation, and disposal of sludge and vegetation from a sedimentation pond performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least three (3) examples. 6. Describe the procedures for removing, measuring sludge for weight, what measurement type is typically used dry or wet that will not be de-watered or drained, and disposal of waste for a pond that will not be de-watered or drained. Also what is the normal billing method for accounting of the sludge or waste, land application process, discing, rolling, etc. Is lump sum or unit price the industry standard. Within the unit price, how is consensus achieved for amount removed, amount spread, what is the unit of measurement for payment? 7. A list of equipment owned by, or available to, the Offeror or team to demonstrate the capability to perform sludge and vegetation removal from the sedimentation pond, and other features of the solicitation within the Periods of Performance. 8. The current bonding levels total and per contract. Current available capacity. This solicitation will be issued as an Invitation For Bids (IFB) which will result in the award of a single firm-fixed price (FFP) construction contract. The estimated performance period for completion of construction is 365 calendar days from Notice to Proceed (NTP). Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The solicitation will be available on or about August 8, 2013 and responses will be due on or about September 10, 2013. The solicitation, including any amendments, shall establish the official opening and closing dates and times. At this time no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, this pre-solicitation announcement will be modified accordingly.
