- Notice of Intent Program: Event-Based Maintenance (EBM). Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to contract with Andromeda Systems, Incorporated (Virginia Beach, VA), on a sole-source basis pursuant to FAR 6.302-1 – “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.†This contemplated effort may result in the issuance of a three-month contract extension to the Event-Based Maintenance contract, N00421-08-C-0035. This contract is for the EBM software tool, part of a planned suite of software that originated with PMA-271, and the E-6B TACAMO aircraft. The EBM tool (and the planned suite) support(s) the Naval Aviation Enterprise (NAE) in maintaining, planning, scheduling and executing (MPS&E) aircraft maintenance. The extension’s Period of Performance would be 01-APR-2013 through 30-JUN-2013. Rationale: This contemplated effort is a continuation of efforts that ASI began with contract N00421-00-D-0328, Delivery Order 0107, and continued with contract N00421-08-C-0035. ASI has Original Software Developer-level knowledge of the EBM tool. The software is in a developmental stage, with a large number of software fixes and improvements required. Use of ASI allows for Software-Development Reach-Back. Other defense contractors and/or Government entities are unable to effectively “reach back†and draw from ASI resources regarding prior development of MPS&E. Use of another contractor would lead to increases in cost and development time because of the unique differences in coding/software-system design that are typical from software developer to software developer. When the software tool suite reaches a mature development stage, the Government intends to competitively procure the maintenance of all MPS&E software. Be advised that the aforementioned information is anticipatory in nature and is not binding, and this notice is not a request for competitive proposals. ASI is deemed the only source available because, IAW FAR 6.302-1(a)(2)(iii)(A), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
