Description
This is NOT a solicitation announcement, but rather a Sources Sought Synopsis. Quotes are not being accepted with this synopsis. The U.S. Army Corps of Engineers, Savannah District, is seeking qualified Small Business firms doing business under NAICS code 541191 - Title Abstract and Settlement Offices who are interested in performing Title and Closing Services for the Glide Slope Easement Acquisition, Pope Air Field 50:1 in North Carolina. The specifications for this work is attached. To request additional information on this work, or a map detailing the tracts involved, please send an email to John Hinely at john.s.hinely@usace.army.mil, and copy Julie Oliver at julie.m.oliver@usace.army.mil. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills and capability to perform this work. Interested small business firms that qualify under the NAICS code identified above are invited to submit a response to demonstrate their capability. Firms MUST be registered in the System for Award Management (SAM)to be eligible for any subsequent award that may result at a later time. In accordance with the Federal Acquisition Regulation (FAR) Part 9, a preaward survey will be performed to determine responsibility and eligibility of a potential awardee. It is anticipated that the Government will issue a firm fixed price purchase order for these services estimated at between $25K and $40K. The Government will not pay for the development of information in response to this announcement. Firms should submit similar work which was successfully completed within the last five (5) years. These services should include the ability to provide abstracts of title, title reports and/or certificates of title, preliminary title commitments, updated/intermediate title commitments, and final owner's title insurance policies for various military and civil projects throughout the Savannah District's Area of Responsibility (AOR). Firms must be able to provide the most acceptable and preferred type of evidence of title to land or interest therein required by the Government whether property was acquired by direct purchase, exchange, donation, or condemnation. All title evidence must comply with all aspects of Department of Justice Title Standards 2001, A guide for the preparation of title evidence in land acquisitions by the U.S. Firms must be professionally trained and have specialized experience for this type of work, hold and maintain the capacity to accomplish the work in the required time, identify past experience with federal and/or state title contracts, and have a direct office or agent in the general area of the project to which the services relate. All potential contractors must be in good standing and approved by the American Land Title Association to write title in the AOR. The title contract will not exceed $40K. Responses shall not exceed a total of eight (8) pages and should include 1) Offeror's name, address, and POC with telephone number and email address; 2) Business size/classification to include any designations as SB, HUBZone, SDVOSB, 8(a), or WO; 3)Title Insurance underwriting capabilities; 4) Description of capability to perform the proposed title evidence in this AOR, ability to prepare and comply with various environmental Governmental regulations as it relates to title evidence, and capability to execute various title orders with other ongoing contracts/workload; 5) Past performance/experience on projects of similar scope and magnitude (no more than five (5) projects). The past performance information should include project title, location, general description of the title evidence provided and demonstrate relevance to the proposed contract, the Offeror's role, dollar value of insurance, and name of the company, agency or government entity for which the work was performed with contract information (reference name, phone number and email address). Please submit the information to the POC's identified above at the email addresses indicated no later than AUGUST 9, 2013.
