Description
This Sources Sought synopsis is for information and planning purposes only; it does not constitute an RFP. Any information submitted in response to this synopsis is strictly voluntary. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. Any response to this synopsis is not an offer and cannot be accepted by the Government to form a binding contract. The Government will not recognize any cost associated with the submission of a Statement of Capabilities (SOC). The Government may use any information received for planning purposes in support of market research and to improve the understanding of industry capabilities in response to the SOC. MILSATCOM Logistics and Operations Support Division (SMC/MCL), located at Peterson AFB, Colorado is contemplating award of a new contract for Hardness Maintenance/Hardness Surveillance (HM/HS) and High Altitude Electromagnetic Pulse (HEMP) re-verification testing to be performed on the Aircraft Alerting Communications EMP (AACE) system and HEMP re-verification testing on Extremely High Frequency Antenna Support Shelter (EHFASS). Under Presidential Directive 60, National Security Presidential Directive (NSPD) 28, along with numerous Joint Chiefs of Staff and Air Force Instructions, the AACE system and EHFASS are required to survive and operate through a HEMP event. Verification of HEMP protection requires the successful demonstration of compliance with all hardness performance requirements of MIL-STD-188-125-1. The AACE system consists of an Electromagnetic Pulse (EMP) protected-shelter and a separate EMP-protected console. Both components reside within an environmentally protected facility, providing a standby Aircrew alert system to launch aircraft during a HEMP and Non-HEMP environment. Specific AACE components provide HEMP protection of communication terminals, uninterruptible power, environmental control, and klaxons at each base alert facility. Seven AACE systems reside within the Contiguous United States (CONUS) and are required to have annual HM/HS for all of its Hardness Critical Items (HCI's). The system also requires HEMP re-verification testing at various intervals. These intervals are based on each site location's HEMP certification expiration. Typically, these intervals range from five to seven years. The EHFASS shielded enclosure provides protection for the Milstar equipment in the event of a HEMP event. The EHFASS is a two piece modular design and is bolted together then a continuous weld is applied. It then can be mounted on a foundation at grade level, or can be placed on a reinforced rooftop or on a properly supported tower. The shelter consists of a HEMP Shielded Equipment Room, (SER) and a Utility Entrance Vault (UEV). There are thirteen EHFASS's, of which eleven are within the CONUS and two are Outside the Contiguous United States (OCONUS). HM/HS will not be required under this potential contract, but HEMP re-verification testing is required at various time intervals. Again, these time intervals are based on HEMP certification expiration. Thus the primary function is to perform HM/HS and HEMP re-verification testing on AACE Systems (AN/GRC-221) and HEMP re-verification testing on EHFASS's (AN/FRC-181). Contractors performing this work shall be required, upon award, to have Secret security clearances. Contractor shall be required to travel to AACE and EHFASS site locations, including Europe. Include the following as part of their Statement of Capability: • Relevant experience and expertise: - Performing HM/HS in accordance with (IAW) MIL-STD-188-125-1, Appendix B&C and MIL-HDBK-423 - Performing HEMP re-verification testing IAW MIL-STD-188-125-1, Appendix B&C and MIL-HDBK-423 -- Include years of experience performing functions IAW MIL-HDBK-423 - Obtaining frequency approval through Air Force Spectrum Management Office (AFSMO) - Developing HEMP test plans and test reports IAW MIL-STD-188-125-1, Appendix B&C and MIL-HDBK-423 - Developing HM/HS maintenance plans and technical site reports - Performing Shield Effectiveness Test (SET) - Performing Electrical Grounding Survey IAW MIL-STD-124b and MIL-HDBK-419 • List of supporting testing equipment to encompass a HEMP re-verification test frequency range between 10 KHz and 1 GHz. The anticipated period of performance would span five years with one base year and four option years. If the Government elects to do so, a Request for Proposal (RFP) release date for this effort is estimated to be in the July-August 2014 timeframe. Place of Contract Performance: Multiple field sites in the United States and Europe requiring HM/HS and HEMP re-verification testing North American Industry Classification System (NAICS) Code: 541330 Engineering Services; Size standard: $14.0M Interested parties are invited to submit an unclassified SOC within 15 calendar days of this announcement addressing the capability to satisfy the above HM/HS and HEMP requirements. Late submittals will be accepted though timely submittal would ensure consideration in market research. Any and all communications and submitted material containing proprietary information must be clearly and appropriately marked. Please provide all submissions via e-mail only. Email to both janet.stinson.2@us.af.mil and russell.shaw@us.af.mil. Oral communications are not acceptable. All SOC responses will not exceed 10 single-sided pages and must conform to 8.5 x 11-inch pages with font no smaller than 12-point and a minimum of 1-inch margins. At a minimum, the SOC must include the following information: 1) Company name, mailing address, points of contact (including position within company), telephone numbers, and email addresses; 2) Business size classification (large, small, or other) and type of business (US Owned, Corporation, LLC, Sole Proprietorship, etc.); 3) Both Commercial and Non-commercial experience and expertise in the area HM/HS and HEMP re-verification testing; 4) Capability to fully satisfy the Government's performance requirements described above. Please indicate other contractors or supplies your firm would utilize to satisfy the requirement. In addition to the SOC, you are invited to provide information to refine the requirement. This would include updated specifications, cost saving innovations, alternative approaches, etc. You may propose alternate NAICS codes, if appropriate. This RFI document must comply with the same page limitations and parameters as the SOC described above but will not count against the limitations of the SOC. All responsible sources may submit a SOC and RFI data which will be considered when developing a future requirement. Responses from small business and small disadvantaged business firms are highly encouraged. If your company is interested only in subcontracting possibilities, please indicate this clearly in your SOC submission.
