- The NASA Shared Services Center (NSSC) is seeking capability statements from small business concerns interested in participating in the recompetition of the NSSC support services contract. These capability statements will be used to assist the Agency in determining whether to conduct the follow-on recompetition as a small business set-aside or on an unrestricted basis. In the event the Agency determines not to set-aside this procurement for small business, information in the capability statements will be used to assist the Agency in determining appropriate small business subcontracting goals. This sources sought synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for any information provided. No solicitation exists; therefore, do not request a copy of the solicitation. Respondents will not be individually notified of the results of the Agencys review of the information received. The NSSC opened for business on March 1, 2006, and is located on NASAs Stennis Space Center in Hancock County, Mississippi. The establishment of the NSSC enabled the Agency to consolidate, at one location, over 50 financial management, human resources, information technology, and procurement activities, previously performed at all NASA Centers. Through the consolidation and standardization of these activities at the NSSC, the Agency has been able to realize operational efficiencies and improved customer service. The NSSC currently employs approximately 135 civil servants and is supported by approximately 450 service provider (support contractor) employees. Services under the current NSSC support services contract, NNX11AA02C, are being provided by Computer Sciences Corporation of Lanham Seabrooke, MD and will end on August 31, 2015. A copy of the current Performance Work Statement (Attachment J-1 of NSSC Contract NNX11AA02C) is available for download on the NASA Acquisition Internet Service website. It is anticipated that services to be acquired under the follow-on contract will be substantially the same as those currently being obtained under Contract NNX11AA02C. However, key procurement strategy decisions regarding contract type, period of performance, pricing model, incentives, evaluation criteria, and schedule for the follow-on procurement have not been made by the Agency and interested firms are cautioned that they may differ significantly from the terms and conditions of Contract NNX11AA02C. The NSSCs FY13 Services Catalog provides a brief description of the services that the NSSC will provide to the Agency in FY13 and includes the unit of measure, service level indicator, and service rate rounded to the nearest dollar. Please note that these service rates include both civil service and service provider (support contractor) labor costs, associated indirect costs, and all NSSC infrastructure costs necessary to perform the service. The NSSC FY13 Services Catalog may be downloaded from the NSSCs Customer Service website at: https://www.nssc.nasa.gov/metrics. In addition, the following documents are also available for download from the NSSCs Customer Service website at https://www.nssc.nasa.gov/metrics: a) FY13 Service Level Agreement b) Monthly Performance and Utilization Reports The applicable NAICS code for the follow-on procurement is still being reviewed by the Agency. NAICS codes under consideration include: a) 522320 - Financial Transactions, Reserve, and Clearinghouse Activities b) 541519 - Other Computer Related Services c) 561110 - Office Administrative Services d) 561330 - Professional Employer Organization Interested small business concerns having the capability to provide the required services are invited to submit a capability statement of no more than 15 pages addressing each of the 17 items below: 1) Name and address of your firm 2) Primary point of contact, phone number, and e-mail address for your firm 3) Type of small business concern (i.e. SDB, WOSB, 8(a), HubZone, etc.) 4) Average annual revenue for past three years 5) Number of employees 6) Number of years in business 7) Description of your firms experience providing financial support services to a government agency. Include the name of the government agency that your firm supported, contract number, period of performance, number of employees utilized, whether the work was performed as a prime or subcontractor, and the dollar value of your contract or subcontract. 8) Description of your firms experience providing human resources support services to a government agency. Include the name of the government agency that your firm supported, contract number, period of performance, number of employees utilized, whether the work was performed as a prime or subcontractor, and the dollar value of your contract or subcontract. 9) Description of your firms experience providing procurement support services to a government agency. Include the name of the government agency that your firm supported, contract number, period of performance, number of employees utilized, whether the work was performed as a prime or subcontractor, and the dollar value of your contract or subcontract. 10) Description of your firms experience providing information technology support services to a government agency. Include the name of the government agency that your firm supported, contract number, period of performance, number of employees utilized, whether the work was performed as a prime or subcontractor, and the dollar value of your contract or subcontract. 11) Description of your firms experience providing administrative (mail distribution, electronic document management, records management, safety and security, IT and consolidated helpdesk) support services to a government agency. Include the name of the government agency that your firm supported, contract number, period of performance, number of employees utilized, whether the work was performed as a prime or subcontractor, and the dollar value of your contract or subcontract. 12) Description of your firms experience transitioning services and responsibility from an incumbent contractor to your firm. 13) Description of your firms experience at providing support services to a government agency at multiple locations across the United States. 14) Description of your firms experience with cost/firm fixed price incentive contracts where performance is directly linked to key performance indicators/metrics and cost containment/reduction. 15) Description of your firms experience with providing the support services specified above utilizing a shared services business model. 16) Description of your firms experience utilizing the following systems or software applications: SAP Financial ERP, Federal Personnel Payroll System, government eTravel systems, PRISM Contract Management Module, U.S. Treasury Government Wide Accounting systems, eInvoicing via Wide Area Workflow, Office of Personnel Management Electronic Official Personnel Folder (eOPF), Remedy, and call center/helpdesk applications. 17) Comments or concerns on the NAICS codes under consideration for the follow-on procurement.
