Description
In follow up to the previously conducted Airborne, Maritime, Fixed Station (AMF) Program Office, Small Airborne Networking Radio (SANR) Industry Day events, prior AMF Program Requests for Information, and to address changes in the intended acquisition approach, the Government advises potential offerors of the following adjustments for the SANR acquisition: 1. No bid samples will be due with RFP responses. 2. An initial contract will be awarded to two vendors based on RFP responses. Each contract will be for approximately 20 radios and include an option CLIN under the initial phase for up to 96 additional radios for use as test and integration assets. 3. The Government will conduct qualification testing on both vendors radio and down select to a single vendor (Date TBD). 4. The Option CLIN will be exercised at the down select. 5. Each contract will also include option CLINs for production of LRIP and, potentially, FRP quantities of radios and associated support. Only the down selected contractor will be eligible for any LRIP and FRP radios. The AMF Program Office is continuing to develop appropriate responses to the various questions and comments received from industry during the previously held Industry Day events. Due to the changes in the intended acquisition approach, the Government is revising its currently drafted responses to industry, and intends to publish appropriate responses as soon as possible. No formal response is required at this time from industry participants, but any questions or comments may be submitted to the attention of the Contracting Officer via e-mail at donald.w.morgan3.civ@mail.mil. All proprietary and restricted information shall be clearly marked. Any documentation provided will not be returned. No Classified information shall be submitted in response to this notice. AMENDMENT 1 - 10 JULY 2013 The AMF Program Office provides its responses to the various questions and comments received from industry during the previously held Industry Day events. The attached documents to this notice include copies of information presented during the March 2013 Industry Days Event, updates of the draft Performance Requirements Document (PRD), responses to the industry comments and questions, as well as RFI Follow Up Questions for Industry #3. In addition to the documents included in this notice, the Government intends to post the following documents for vendors related to the Industry Days event to the JTRS Information Repository (IR): 1) MSIP LL0060-200 Qual Test Criteria for AH-64D Gunfire Vibration; 2) 9337_PAR_IDE014_Chinook_Link_Analysis_RevA; 3) SysRS_AirSIP_8145766; 4) 9437-PAR_IDE014_UH-60M_Black_Hawk_Link_Analysis_RevB; and 5) 9237_PAR_IDE014_AH-64D_Apache_Link_Analysis_RevB. These documents will only be provided via the established JTRS IR access procedures. The JTRS IR is located at: http://jtnc.mil/Pages/Home.aspx. Industry sources are requested to review and provide written responses to the RFI Follow Up Questions #3, and submit the MS Excel attachment applicable to these Follow Up Questions. In addition, industry sources are requested to review the Draft SANR PRD Revision 1.00, and provide written responses by completing and returning the MS Excel attachment entitled SANR_Requirements_v1_00-Compliance_Matrix.xlsx. Industry sources should submit their responses and any additional information to the Contracting Officer, Donald Morgan, via e-mail to donald.w.morgan3.civ@mail.mil by 2:00 PM Eastern, 25 July 2013. The Government also anticipates release of a draft RFP for the SANR acquisition in late July/early August 2013, and Industry sources may supplement their RFI responses as part of any response to the draft RFP. However, the Government strongly encourages Industry sources to not delay submittal of any substantive comments or concerns with this RFI notice until the release of a draft RFP, as earlier responses are beneficial to ongoing Government planning. This notice is issued solely for information and planning purposes - it does not constitute an RFP or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential responder to monitor these sites for additional information pertaining to this requirement. Responses should be in MS Office 2007 or Adobe PDF formats. If a zip file will be used to transmit the information, please contact the Contracting Officer in advance to coordinate the process, as files with a.zip extension will be blocked from delivery via e-mail. Only UNCLASSIFIED information shall be included in any response. Proprietary or business sensitive information provided in response to this announcement shall be marked appropriately. AMENDMENT 2 - 11 JULY 2013 This notice corrects/updates the document provided under Amendment 1 entitled Nurse_PM_SANR_Overview_June_2013, which is replaced by the attached document entitled Nurse_PM_SANR_Overview_June_2013_Rev. In addition, as a clarification to industry, the following additional information is provided concerning the content of the draft PRD that was provided under Amendment 1: AMF SANR SINCGARS requirement in Draft SANR PRD Revision 1.0 Section 3.2.3.1: 25. F1/F1 Retransmit (packet mode only) in Table 3-7: Required SINCGARS Modes is no longer a Threshold requirement for PT nor CT in SC, FH, and EOM modes. Thus all six (6) (R)'s in 25. F1/F1 Retransmit (packet mode only) shall be removed. NOTE: PT - Plain Text; CT - Cipher Text; SC - Single Channel; FH - Frequency Hopping; EOM - Enhanced Operating Mode. There is no change to the required due date or time for receipt of responses stated above in Amendment 1. AMENDMENT 3 - 15 JULY 2013 The Government hereby advises potential industry sources having an interest in the Small Airborne Networking Radio (SANR) acquisition program of the availability of SANR-related source code and applicable documents. The applicable source code and supporting documents may be provided to each authorized offeror and their subcontractors, if applicable. In order to receive a copy of the source code and applicable documents, offerors and their subcontractors must be authorized to have access to the AMF SANR artifacts. To obtain authorization, each offeror/subcontractor must complete the form for AMR SANR RFP access and sign an AMF SANR RFP Use and Non-Disclosure Agreement located at the JTRS Information Repository (IR) website, http://ir-public.jpeojtrs.mil/. Offerors are encouraged to request authorization to receive the AMF SANR RFP artifacts prior to release of the formal RFP. Those offerors that do not have a properly certified DD Form 2345 can start that process immediately by following the procedures documented at the IR website. Access to the JTRS IR requires users to have a Public Key Infrastructure (PKI) certificate. For information on External Certification Authorities (ECA) vendors that are authorized to provide non-DoD personnel and contractors with PKI certificate services, please see the following website, http://iase.disa.mil/pki/eca/. Authorized contractors and/or subcontractors interested in the SANR acquisition may be granted access to the AMF SANR RFP unclassified artifact repository on the JTRS IR once all of the artifacts are loaded onto the site, but access will be allowed only after the contractor/subcontractor has completed and submitted the Use and Non-Disclosure Agreement to the designated JTRS IR point of contact, and only after the DD Form 2345 information is verified by the Government. No classified information will be made available to any contractors or subcontractors via the JTRS IR. Contractors and/or subcontractors requesting access to the AMF SANR RFP classified artifacts will be provided the information on a Compact Disk (CD) upon Government confirmation of clearance and approval of a need to know. The CDs will be encrypted in order to protect the data, and will be sent to the contractor's approved address for receipt of classified information. The CD recipients will need to contact the Contracting Officer, Donald Morgan at donald.w.morgan3.civ@mail.mil in order to receive the CD's password to decrypt the content. All recipients of the classified artifact CD must agree to return the CD as well as any/all copies of the Data contained on the CD in the offeror's possession either upon submission of a proposal or upon the corresponding RFP submission deadline, whichever comes first. This agreement also pertains to recipients of the CD who decide to not submit a proposal for any reason. Externally controlled reference documents are available at https://assist.dla.mil. There is no change to the required due date or time for receipt of responses stated above in Amendment 1. AMENDMENT 4 - 23 JULY 2013 As a clarification to industry, the following additional information is provided concerning the content of the draft PRD that was provided under Amendment 1: AMF SANR SINCGARS requirement in Draft SANR PRD Revision 1.0 Section 3.2.3.1: 24. F1/F2 Retransmit in Table 3-7: Required SINCGARS Modes is no longer a Threshold requirement for PT nor CT in SC, FH, and EOM modes. Thus all six (6) (R)'s in 24. F1/F2 Retransmit shall be removed.
