Description
MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION The U.S. Food and Drug Administration (FDA), is conducting market research to support the Center for Biologics Evaluation and Research (CBER) requires repair service on a Molecular Devices Spectramax M3System, Serial Number MT02003 and continued service agreement coverage after repair. The FDA is seeking small businesses capable of performing the repair/service/maintenance coverage on the Spectramax system identified herein. Other than small business concerns are also encouraged to submit capability statements. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The associated North American Industry Classification System (NAICS) Code is-811219- Other Electronic and Precision Equipment Repair and Maintenance; Small Business Size Standard is $19.0 million. The CBER Laboratory of Molecular Virology is working on several projects to study HIV diagnostics, subtypes and pathogenesis. The lab receives samples from HIV endemic regions for analysis on micro plate reader. In addition the lab develops point of care nano technological assays for detection of HIV. The project work depends on using this molecular device's Elisa reader. The micro plate reader can detect absorbance, fluorescence intensity, luminescence, time-resolved fluorescence, and fluorescence polarization. Field service is required to return the Spectramax M3 instrument back to full functionality with standard OEM specifications. The Spectramax is receiving error code 313. The contractor shall diagnosis and repair instrument and replace parts as required. Option year service agreements shall be firm-fixed price. After initial inspection/evaluation of the instrument, the service technician shall advise the COR/CO of repair parts needed and estimated labor before proceeding with repairs. The technician must stop work if at any time the costs will exceed the obligated amount and notify COR/CO. Annual Service Agreement Performance Requirements: • Shall include one (1) planned preventative maintenance visits per contract year. • Shall include unlimited corrective/remedial maintenance visits within (to be completed at award) business days of call for service. The response time information shall be submitted by the contractor and shall be evaluated in the award decision. • Shall include unlimited technical support, Mondays - Fridays (excluding Federal Holidays) during contractor's normal business hours, initial response within 8 business hours of contact for assistance (e.g., telephone-based, email-based, website-based, etc.) • Shall include unlimited software updates needed for reliability improvements and correction of any defects; • All maintenance and repair activities shall be performed by formally trained and certified technicians/engineers, following Original Equipment Manufacturer (OEM) specifications, manuals, and service bulletins, using OEM-certified replacement parts, components, subassemblies, etc. • All maintenance pricing shall be inclusive of labor, travel, replacement parts, components, subassemblies, etc. • Deliverables: Service Records and Reports The Contractor shall, commensurate with the completion of each service call or preventative maintenance visit, provide the end-user of the equipment and the Contracting Officer with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced. Period of Performance Repair to be completed within 45 calendar days of award. Place of Performance 29 Lincoln Dr Bldg. 29B Room 3G05 Bethesda, MD 20892 Respondents shall furnish sufficient technical information necessary for the Government to conclusively determine that the respondent and their technical/engineering staff is qualified and capable to perform the required maintenance and repair services and otherwise able to meet all the performance requirements herein. At a minimum, responses shall include the following: • Business name, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address (Provide this same information if responding to provide a product manufactured by another firm); • Three (3) years of past performance information for the sale of same or substantially similar services to include period of performance, description, dollar value, client name, client address, client point of contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, and client point of contact email address. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement. • If a large business, identify subcontracting opportunities that would exist for small business concerns; and • Though this is not a request for quote, informational pricing is encouraged. The government is not responsible for locating or securing any information, not identified in the response. The Government encourages any comments and/or suggestions from any interested party, regarding the specifications. While the Government will not respond directly to your comments and/or suggestions; we will consider them as we finalize the specifications in preparation for the forthcoming solicitation.
