- The U.S. Army Corps of Engineers will be issuing a Request for Proposals for the Repair Electrical Control System at the Stamford Hurricane Barrier in Stamford, Connecticut. The proposed work consists of replacing two existing conduits and branch circuit and control wiring that run from the west abutment below the navigation channel under water to the east abutment of the Stamford Hurricane Barrier. The two existing conduits shall be removed and four new 4-inch diameter PVC-coated rigid steel conduits, and the associated wiring shall be installed. The conductors shall be American Wire Gauge size as indicated on the drawings with RHW insulation. Of the four new conduits, two will contain power wiring, one active and one redundant, and two conduits will contain control wiring, one active and one redundant. All final terminations to power panels and control panels will be included in this project. This part of the work requires an underwater dive operation. Additional work consists of replacing multiple electronic components associated with the gate control system that are not functioning properly. Electrical demolition work also includes the removal of limit switches located in the sump discharge well. Switches are no longer in use for slide gates that have been replaced with flap gates. The Contractor shall also perform diagnostic work on electronic components to identify additional deficiencies with the control system. This part of the work requires a software engineer with experience in programmable logic control. A written report that describes the deficiencies, identifies the potential impact of the deficiency to the control system, and identifies corrective action to address the deficiency and the associated cost for the corrective action shall be submitted. In addition, demolition work is required in the pump chamber which is classified as a confined space. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about August 6th, 2013. This acquisition is planned to utilize the Lowest-Priced Technically Acceptable proposal evaluation method. Details regarding requirements for this proposal will be included in the Solicitation. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
