Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with AIRTEC, Inc., 44174 Airport Road Suite 300, California, MD 20619-2037 for the requirement to provide one (1) modified contractor-owned, contractor-operated (CO/CO) Bombardier DHC-8/200 multi-sensor aircraft already installed with Government Furnished Property (GFP) MACHETE Foliage Penetrating (FOPEN) Light Detection and Ranging (LIDAR) and TRACER FOPEN Synthetic Aperture Radar (SAR) systems, onboard Satellite Communications (SATCOM) systems, and associated GFP ground processing systems, hereinafter referred to as the FALCON-I system. The Contractor shall provide the pilots, operators, and analysts required to collect and process the FOPEN LIDAR and SAR data and maintenance personnel to maintain the CO/CO aircraft. The CO/CO aircraft shall be used in support of the United States Southern Command (USSOUTHCOM) hereinafter referred to as SOUTHCOM, efforts to integrate, develop, and test the FALCON-I system. SOUTHCOM requires an assortment of contractor service support in connection with various FOPEN and geospatial operations. The FALCON-I system is primarily used for FOPEN surveillance and reconnaissance, human activity detection, target identification, and geospatial collection. The Government intends to procure the above items under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1. AIRTEC, Inc. currently holds a ten (10) year lease on this aircraft and is the owner of a one-time Supplemental Type Certificate (STC) specific to this aircraft. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested firms may identify their interest and capability to respond to this requirement in writing within 15 days after the date of publication of this synopsis. Responses shall reference N68335-13-R-0290. No solicitation will be available for this procurement.
