Description
THIS IS AN UNRESTRICTED PROCUREMENT. The U.S. Army Corps of Engineers, Norfolk District has a requirement for the AIT Barracks Complex Phase II at Fort Lee, VA. The project will consist of the construction of one 300PN 5-story barracks addition to an existing 300PN 5-story barracks/COF facility, plus one 600PN 5-story barracks/COF facility in accordance with the current standard design facilities approved for Fort Lee. Project includes installation of Intrusion Detection System (IDS), connection to Energy Monitoring and Control System (EMCS), Special Foundations and Information Systems. Supporting facilities include utilities; electrical services, water, sewer and gas; paving, walks, curbs and gutters; storm drainage; site improvements; information systems, as well as demolition of 6 existing facilities that are currently located on the site. Anti terrorism/force protection measures will be provided. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development and Energy Policy Act of 2005 (EPACT05) features will be included. Air Conditioning (Estimated 200 Tons). Construction shall comply with the requirements in the Statement of Work. The solicitation number assigned to this acquisition is W91236-13-R-0035. The Government intends to award a firm fixed price contract using REQUEST FOR PROPOSAL and procedures outlined in FAR 36 and FAR 15. The plans and specifications will be included with the release of the solicitation. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. The evaluation factors for this action will be as follows: (1) Specialized Experience, (2) Past Performance, (3) Small Business Participation Plan, and (4) Price. Proposers will be evaluated on both technical quality and conformance to the solicitation and price. This is a lowest price technically acceptable acquisition. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. The contract duration is 730 calendar days. The magnitude of construction is estimated to be $25,000,000.00-$100,000.00. The solicitation will be posted on or about May 28, 2013. The receipt date for Proposals is on or about June 28, 2013 by 11:00 am EST. NAICS CODE 236220 ($33.5M) applies to this procurement. Submission requirements (plans/specs) will be available on or about May 28, 2013 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Bid bonds will be required with proposal submittals. Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOpps. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Lack of registration in the SAM database will prevent access to FedBizOpps and will make an Bidder ineligible for award. NOTE: Online Representations and Certifications Applications (ORCA) apply to this solicitation. With ORCA, vendors have the ability to enter and maintain representations and certification information, via the Internet at http://orca.bpn.gov; therefore, vendors no longer have to submit representations and certifications with bid. Instead, this solicitation contains a single provision that will allow vendor to either certify that all representations and certifications in ORCA are current, complete, and accurate as of the date of signature, or list any changes.
