- REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT (SS) NOTICE INVESTIGATION FOR TROPOSCATTER COMMUNICATIONS SOLUTION THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, or performance work statements, or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. INTRODUCTION The US Army Communications Electronics Research & Development Engineering Center (CERDEC), Space & Terrestrial Communications Directorate (S&TCD) is interested in receiving information from companies that have experience in the area of design, development, and implementation of TropoScatter Technologies for beyond light-of-sights telecommunications. CERDEC S&TCD is investigating alternatives to current SATCOM Beyond Line of Sight (BLOS) communications and looking for systems that support both fixed and/or on-the-move (OTM) operations. This effort is focused on, but not limited to the following key areas: 1.Worldwide Operation Frequency flexibility for worldwide allocation Military or unlicensed frequency operation 2. System Reliability and Performance Demonstrate capability to operate in various environmental and operation conditions Enables reduction or elimination of relay sites Enables operation over rugged terrain and mountainous regions where LOS is obstructed or not possible Enables Operation OTM 3.Quality of Service (QoS) Optimization Automatically adjust data rates due to atmosphere changes Address lower throughput, high latency backhaul links (SATCOM) 4.Communications Range and Data Rates Extended communication ranges with minimum distance of 40 km Provide sufficient data rates to support IP voice, data messaging, and multi-media services simultaneously 5.Operation and Maintenance User Friendly oIncludes simple Graphical User interface (GUI) operation oIncludes ability for automatic link engineering/calculation for automatic pointing and re-point of links 6.Size, Weight and Power Lightweight man-transportable operation Quick set-up and tear-down Enable to operate with all 110VAC to 240 VAC power sources The final product will present a complete tactical troposcatter BLOS system that will address the afore-mentioned issues. For the purposes of this RFI, this investigation will be a teaming effort involving CERDEC S&TCD and industry. BACKGROUND The US Army is interested in working with industry to investigate alternative BLOS technology other than those based on commercial SATCOM. The goal is to identify a lightweight man-transportable and deployment-ready solution for tactical backhaul extension as a SATCOM alternative for Beyond Line of Sight (BLOS) operation. SCOPE The objective of this RFI is to solicit information regarding currently existing or developmental technologies that would serve US ARMY goals for a SATCOM alternative for Beyond Line of Sight (BLOS) operation. CERDEC S&TCD will be evaluating the received responses to help shape requirements and inform the Army acquisition community. DATA SUBMISSION REQUIREMENTS CERDEC STCD request industry provides the following, but not limited to: General Statement of interest. Description of qualification: demonstrated products, projects, and applicable experience. State whether your current experience is in design, development or both. Description of existing or planned work in this area. For any clarifications or questions regarding RFI, please contact POC. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information. This request does not constitute an Invitation For Bid or a Request For Proposal Responses to this RFI/SS. All submissions are due to by COB 23 AUG 2013. Respondents should identify their company's name, address, telephone number, point of contact, and whether they are a large or small business. Proprietary information should be clearly marked. All submissions shall be sent via e-mail. The electronic format may be in Adobe Acrobat Portable Document Format (PDF) or compatible with Microsoft Office suite of software.
