- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W9124L-0010370621-01 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 321991 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-07-29 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Fort Sill, OK 73503 The MICC Fort Sill requires the following items, Meet or Exceed, to the following: LI 001: Equipment trailer: Red in color, gooseneck style cargo trailer that is capable of supporting the transfort of 1897 French Cannon, 1918 limber and all horse harnesses. 1. Framework/door 48" side door, rear rampdoor with spring assist, 7' tall in height, 36' total length 28' at floor. 2. Exterior Tie downs: (80 recessed floor mount, 5000lb D ring;(2)12volt /55 watt interior/exterior quartz lamps; (1) 25' awning. 3. Electrical: (1) generator ready package; (1) 5500 watt Onan generator; (1) 18 Gallon in-frame fuel tank. 4. Interior, Cab, Plywood: (36) aluminum tread plate liner (ATP); (1) aluminum tread plate on ramp door. 5. Other: (1) 4000 super-winch with wireless remote; smooth fenders-ATP on the floor, ramp, and extension; plywood walls; 48" side dore to be on the roadsie; flood lights to be at the rear of the trailer. 6. Spare tire. See attached Statement of Objective. Question: Would you consider another option for the flooring? Rubber, or wood with a mat? Answer: The Government will not consider alternate flooring for the equipment trailer. The Government will consider metal, rubber, or wood with a mat flooring for the trailer that carries horses only., 1, EA; LI 002: 4 Horse Trailer: white in color, gooseneck style cargo trailer that is 28' in length 7' wide 7' tall, that is capable of supporting the transport of (4) horses. 1. Living quarter door curbside. 2. tongue and groove aluminum floor - gooseneck - charger 3. Spare tire. 4. (4) butt side window IPO of standard (2) 48x22 5. Upgrade 5200# axle to 7000# (2 axles) comments: no rear tack. See attached Statement of Objective. Question: Would you consider another option for the flooring? Rubber, or wood with a mat? Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Sill intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Sill is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
