- Description
- This SOW describes work to be accomplished on two (2) C-26 aircraft, owned and operated by the Regional Security System (RSS) in Bridgetown, Barbados. Work described should result in both airframes standardized with the same aircraft flight systems and mission systems. The base requirement consists of an Aircraft Condition Inspection (ACI), airframe stripping and painting, performance of required maintenance and inspections, upgrade or replacement of aircraft mission systems, overhaul of engines, overhaul of propellers, and acquisition of spares. The ACI will be performed after the aircraft has been stripped and will identify all required aircraft repairs and/or inspections in order to maintain both C-26 aircraft at Original Equipment Manufacturer (OEM) specifications and Federal Aviation Administration (FAA) airworthiness standards; however, FAA certification is not required. The base requirement includes either upgrade or replacement of the mission equipment suite on both aircraft. Optional tasks to be priced by the contractor include installation of a line of sight video downlink system, acquisition of ground equipment to receive and display the downlink data, upgrade or replacement of the EFIS displays, replacement of the FMS, installation of Cobham multi-function command radios, and installation of a radio gateway/tactical repeater allowing for communications across multiple radio nets through the aircraft intercommunication system (ICS). The aircraft shall be moved by the Contractor to a paint stripping facility proposed by the Contractor and accepted by the USG that is a certified FAA part 145 repair station. Paint stripping will be accomplished in conformance with aircraft OEM specifications and guidance. After the aircraft have been paint stripped, the Contractor shall accomplish a detailed ACI to evaluate the condition of the airframe (with special emphasis on the detection of corrosion), avionics, power plants, and installed mission systems (EO/IR, and Radar). The stripping and ACI will be accomplished utilizing only FAA certificated Part 145 Repair Station(s). The Contractor shall develop and submit an aircraft condition report in a format proposed by the contractor. The report, at a minimum, shall document the tail number, flight hours, estimated repair requirements, estimated repair costs and optimal schedule for performing airframe, power plant, and avionics repairs and recommended upgrades on both (2) C-26 aircraft. This report shall include the estimated man-hours, supplies, and costs associated with accomplishing the 10,000 hour scheduled inspection/services, and other inspections/services that must be accomplished to ensure that at least 400 hours or 6 months remains after completion of the required maintenance. Period of Performance: One (1) year from effective date of award (August 13, 2013)
