- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501(a)) with American Psychiatric Association, 1000 Wilson Blvd Ste825, Arlington, VA 22209, as the only responsible source that can provide an online electronic subscription to Psychiatry Online to support all Navy Medical Personnel. This acquisition is being conducted under the FAR 13 Simplified Acquisition Procedures. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. Navy, Army and AF Medicine psychiatrist, physicians and other health care providers have a need for online access to an electronic subscription to Psychiatry Online, DSM Premium. Items procured under this acquisition: This acquisition is for a 12 month base year of DSM Premium and may contain a 12 month Option Year. This notice extends the subscription to the Army and the AF in addition to the Navy in Posting Number N6861013RCW0020. The estimated ammount of this acquistion is $904,050.00. Access to "ahead of print" content is also required. Ahead of print provides the earliest possible access to material, prior to the print version being published. Services shall be provided to Navy Medicine at various locations via online access either by the use of Athens or IP address or a combination of both. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 519130 with a Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by American Psychiatric Association.
