- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate a Purchase Order on a sole source basis with PerkinElmer Health Sciences, Inc., ("Contractor") to perform service maintenance and coverage on existing government-owned equipment. The Division of Preclinical Innovation at NCATS requires service coverage performed on existing PerkinElmer Envision government-owned equipment units that were manufactured by and previously purchased from the Contractor. Equipment to be serviced are multi-label plate readers that can read luminescence, fluorescence, fluorescence polarization, and time-resolved fluorescence used for screening operations of assays conducted at the Center. The service agreement will ensure that this equipment maintains proper functioning and continuous performance. Order will include one (1) Preventive Maintenance visit, parts, travel, labor, and phone support. Period of performance is 12 months. PerkinElmer Health Sciences, Inc. is the manufacturer of the Envision Multi-label plate readers and is the only source with the proprietary knowledge and ability with authorized technicians to maintain consistent performance on this equipment. No other type of supplies or services can satisfy agency requirements. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 12, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
