- FA500013T0023 wage determination FA500013T0023, Statement of Work. This service will require the contractor to provide an aircraft capable of simulating a Boeing 757-200. The aircraft must at a minimum be able to carry aircrew, eight (8) passengers. Combined Synopsis and Solicitation for Operation Vigilant Eagle This is a solicitation for a commercial product; prepared in accordance with the format in FAR Subpart 12.6 and 13.5, streamlined procedures for evaluation and solicitation for commercial items- as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation document will not be issued. Description: Contractor will need to bid on performing in conjunction with operation Vigilant Eagle. This service will require the contractor to provide an aircraft capable of simulating a Boeing 757-200. The aircraft must at a minimum be able to carry aircrew, eight (8) passengers (for observation), Track of Interest (TOI) of any size or model, minimum range of 2,000 miles, reach an altitude of 34,000 feet, and achieve air speed of 410 knots at altitude. The flight will require the contractor to fly from Anchorage International Airport, Anchorage, Alaska to Anadyr, Russia and return between 27-30 August 2013. The aircraft and flight crew shall be available on 27 August 2013 at 1500-0300Z (i.e. BMT or Greenwich Mean Time). The aircraft and flight crew will remain available throughout 30 August 2013 for weather backup days, if needed. This operation is a joint task between the US, Canada, and Russia. All other terms and conditions must be met as outlined in the Attachment 1, Statement of Work (SOW) and Attachment 2, WD 05-2017 (Rev.-17) dated 06/19/2013. Provide detailed pricing information supporting your pricing and a narrative description of your quotation. Price evaluation is expected to be done based on competitive quotations, but additional information may be required, if determined necessary by the Government to determine price reasonableness. Contractor proposals shall provide detailed information as to the type of aircraft intended to be used, experience of flight crew (including certifications), and previous experience in commercial flying (including any out of country flights) within the last three years, and a detailed price breakdown of your offer. Technical evaluation will include evaluation of your detailed price breakdown and any written description of your proposal provided. A Best Value award decision will be made based on Technical Ability, Past Performance, and Price. Interested companies that can meet the requirements stated above may submit a quote. The following factors shall be used to evaluate offers: Technical Ability Past Performance Price This will be a Best Value evaluated contract and past performance and price when combined are more important than technical ability. Minimum Qualifications: Any contractor submitting a quote shall be able to provide their own (non-Government owned) aircraft to carry out requirements. In addition, the aircraft must be flown by a licensed pilot certified to fly in the state of Alaska and into Russia. Failure to meet either of these needs will result in the bid being considered unsuccessful. (b) Options. No options will need to be exercised. (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer (10 days), shall result in an agreement without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52-212-3 Offeror Representations and Certifications- Commercial Item An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. (a) Definitions. As used in this provision-- "Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program. "Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture. "Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174).
