Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F1C0RH3183A001 is being issued as a Request for Quotation (RFQ). All solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS code is 334515 and the small business size standard is 500 employees. The following commercial item is requested: CLIN 0001 - Semi-Automatic Glove and Sleeve Tester, QTY 1 Each Requirements: Free standing cabinet 22" deep x 79" tall. The loading door must be interlocked with a motor operated fail-safe discharge device. Capable of performing gloves, sleeves and high voltage tank test. Voltage: 120 volt 50-60 hertz alternate current single phase 10 amps for the blowers and the motor operated automatic grounding system. Capable of raise and lowered voltage automatically, based on the appropriate values for the type of glove specified with fault detection perform by the system controller. Glove & Sleeve Testing: Able to simultaneously test one or two lineman's gloves or sleeves and accommodate/test Class IV gloves which are tested at 70,000 volts direct current (DC). Include the clothespin that doesn't pinch the gloves, the same holders must be able to test both straight and curved sleeves. The machine must be capable of testing all standard sleeves using the sling method or the hammock method in accordance with the latest ASTM D1051 and F496 standards. Ventilation: Capable of providing 100 cubic feet per minute (CFM) directly towards the gloves/sleeves to help dry any water spills on the glove and to prevent the water drops from going up to the glove at 70 kilo volt. High Voltage Test Tank: The tank must be stainless steel for corrosion protection. Must have a valve at the bottom of the tank to drain the water to clean the tank. Quote must include price for ocean freight to Andersen Air Force Base, Guam. 554 RED HORSE Squadron Unit 14014 APO, AP 96543-4014 All firms must be registered in the System for Award Management (SAM) database at https://www.sam.gov to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award "care of" will not be accepted. Award will be based on lowest price technically acceptable. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items is included in this solicitation, and the offeror must include a completed copy of this provision with their proposal or be currently registered in the SAM website with their Representations and Certifications completed.
