Description

This is a COMBINED SYNOPSIS - SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations, FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation issued as Request for Proposal (RFP), Solicitation Number: P13PS01132. Offers are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The FAR clauses and provisions enclosed with this RFP are those in effect through Federal Acquisition, FAC 2005-66, and are available in full text through internet access at http://farsite.hill.af.mil/vffar1.htm. This solicitation is for small business using Brand Name or equal product per FAR 6.302-1(c)(2). The North American Industry Classification System, NAICS code is 423830 and the small business size standard is 100 employees. OFFERS ARE DUE for this combined synopsis solicitation on July 29, 2013 at 1700 MDT and shall be delivered by the specified time to Zion National Park Service, SR- 9, Springdale, UT 84767, Attention Mary Dillon, Contracting Officer. Faxed quotes/offers are preferred with all required documentation provided; no oral quotations will be accepted. Reference solicitation P13PS01132. Offeror's must furnish the company name, DUNS number, address, phone number, fax number, email address if available, and official point of contact. All offers must be signed by authorized company official and faxed to Contracting Officer at (435) 772-3337 or emailed to mary_dillon@nps.gov. The Government anticipates making a single award for this solicitation. All offers will be considered, however, to be considered for award, vendors must be registered in System for Award Management (SAM.gov). Upon award registration in the electronic fund system, IPP, will be mandatory for payments. Any questions regarding this solicitation should be faxed or emailed to the Contracting Officer. The following is a description of the requirements for this acquisition. CLIN 00010 Pneumatic Rubber Tire Roller. Brand Name: Hamm, Model GRW 280-10 Offerors price shall include any delivery fees and freight to deliver unit to Zion National Park, Springdale, UT 84767. Prefer equipment delivery in 60 days or sooner. All offers shall review, and fill out the attached specification sheet and submit with their offer in order to be considered. Offers that do not include the filled in portion of the specifications will be considered non-responsive. Offer shall submit their price in the blocks to follow: CLIN 00010 1 Each Pneumatic Roller, Brand Name or Equal to HAMM, Model GRW 280i-10 $______________________ The Hamm features and salient characteristics are as follows. 1) 8 wheels, size 11.00R20 radial smooth tread. Wheels are in pairs with four in the rear and four in the front. The operators seat slides and rotates plus or minus 90 degrees from side to side so all wheels can be seen from the operators seat. The seat can be shifted to the outer edge of the platform to allow visiblity from all four corners of the machine. 2) The unit has ballistic weight. Weights are added by metal plates to make the machine heavier to compact asphalt in lieu of using water for compaction. 3) The unit comes with a water tank for spray system which can be emptied daily. 4) The brake system is incorporated into the hydrostatic drive system. It allows the unit to be operated on a 25 degree slope and on steep grades where safety is of significant concern. 5) The unit has disc brakes on the front of the axle. 6) The unit is a water cooled turbo engine in lieu of air cooled. The turbo charged system can be liquid cooled or water cooled. Meets Tier 4 emission standards. 7) The unit comes with a complimentary gauge package including speedometer, fuel gauge, temperature gauge (or warning lights), high engine warning light, and instrumentation list. 8) Unit has ballast spaces which ensure uniform weight is equally distributed over both machine axles at all times for quality compaction. Offerors proposing to furnish an equal product, in accordance with the Brand Name or Equal provision of this solicitation, shall insert the following product information and description for product they are offering. Offers shall fill in and submit the technical specifications attached herein to the solicitation for evaluation of the technical merits of the product they are offering. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors.
