- The Mission and Installation Contracting - Presidio of Monterey has a requirement for the development and delivery of testlets in Final Learning Objectives Diagnostic Assessment (FLO DA) in Arabic, Korean and Russian. The base period of this requirement requires the Contractor to submit forty (40) Government-accepted testlets (units of assessment) for each of the languages. A testlet in FLO DA consist of a passage and four to eight tasks, depending on the ILR level and topic. Tasks include content questions, transcription, and translation. All testlets are to be delivered within a specified delivery period during the base period (one year). The option period of this contract requires the Contractor to submit forty (40) Government-accepted Reading Comprehension testlets for each of the languages in Arabic, Korean and Russian. This acquisition does not include a set-aside and will be advertised as quote mark Full & Open quote mark. The North American Industry Classification System (NAICS) code for this project is 511199 - All Other Publishers with a size standard of 500 employees. Performance period for the base period is 30 September 2013 - 29 September 2014. The contract will be a single award, Firm-Fixed-Price type contract. Solicitation number W9124N-13-R-0039 will be available on or about 1 Aug 2013 on the Federal Business Opportunities (FBO) website (http://www.fbo.gov) and the Army Single Face to Industry (AFSI) website (https://acquisition.army.mil/asfi/). Proposals are due Friday, 23 August 2013 at 3:00 pm (PDT). No paper copies of the solicitation will be furnished. Prospective contractors must be registered in the System for Award Management (www.SAM.gov), prior to award of a government contract.
