- In-House Legal Writing Workshop for VA/BVA. The United States Department of Veterans Affairs (VA) is conducting market research to determine feasibility for a potential procurement requirement. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information from industry vendors regarding their interest, capabilities, and recommendations in developing quotes for the VA Office of Acquisition Organizations (OAO). SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES AND VETERAN OWNED SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Please include your socio-economic status in order to assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. The VA/Board of Veterans' Appeals (BVA) is seeking a vendor to provide a one-day, in-house training seminar for advanced legal writing & editing. The contractor will be provided with prior BVA appellate decisions, a comprehensive list of the reasons why claims are returned to the Board by the CAVC, and examples of common mistakes made by BVA counsel. The expected outcome of this training program is to: 1.Tailor discussion of legal analysis and editing to the Board's mission of providing veterans with quality decisions on a timely basis; 2.Identify common mistakes made by Board counsel in drafting appellate decisions; 3.Determine the source of mistakes; 4.Address mistakes in a positive and constructive fashion; 5.Establish a simple, direct, cohesive, and consistent approach to the claims drafting process; 6.Provide a system or methodology to increase thoroughness of analysis and explanation of the appellate decision rendered; 7.Ensure that all relevant evidence is addressed and analyzed thoroughly and understandably; 8.Increase the overall thoroughness, effectiveness, credibility, simplicity, and directness of attendees' writing style and content, while at the same time emphasizing the need for concise and succinct writing; The impact of this training will be credibly measured based on the number of successful appeals that are returned to the BVA from the Court of Appeals for Veterans Claims (CAVC). 1.The course should: 2.Accommodate 250 attendees; 3.Provide an interactive environment that is conducive to individual learning; 4.Cover multiple writing skills, composition structure, and practices to strengthen writing styles; 5.Include exercises or other hands-on interaction; 6.Detail correct writing techniques and highlight mistakes to avoid; 7.Be tailored specifically to contract and legal writing for attorneys and judges; 8.Provide a system for the attendees to evaluate the course and to rate its effectiveness; 9.Be approved to provide Continuous Learning Education (CLE) credits in the Commonwealth of Virginia; The course provider must show experience and past performance, as well as prior success in, providing similar courses for Federal agencies or legally-oriented firms. The provider must identify methods and materials used in the courses previously provided and proposed for this requirement. Offerors should identify their interest and capability to meet this requirement by submitting literature of their services, staff or personnel, past experience, and general costs (if available). The response must be specific to demonstrate that the respondent has the requisite skills and experience. Experience and past performance is requested of qualified, prime respondents only; partner or team member capabilities should not be included. Responses to this RFI shall not exceed 20 pages, and must be in narrative form and provide details on the vendor capabilities to meet each of requirement objectives. Responses must be viewable with Microsoft Word 2003 (.doc,.docx) or Adobe Acrobat (.pdf); must be printable on 8.5" x 11" paper; must use at least 10 point font; the margins of each page should be at least ½ inch; each page should contain a page number in the footer. Offerors should include a cover letter with the company name, address, DUNS number or CAGE code, point of contact, and contact telephone number and e-mail. Included also should be a brief description of the company to include the business and socioeconomic status (i.e. Small Business, Large Business, Educational Organization, etc.). Since the submitted information will be used for planning purposes only, the Government does not intend to issue acknowledgement of receipt or to provide clarifications to questions. However, if technical inconsistencies are found within the Statement of Work or alternative methods or processes exist, vendors are encouraged to identify these in their responses. The contemplated NAICS code for this requirement is 611430. Electronic responses are preferred. However mailed responses will be accepted as well. If a mailed response is submitted, offeror must notify the Point of Contact (POC) below by e-mail when the response was mailed and when the expected delivery date is.
