- Revised Statement of Work (see pages 11 and 12). Questions and answers for solicitation NTSBR130004. Amendment 0002 The purpose of amendment 0002 is to extend the Request for Proposal submission date from Friday, July 26, 2013 to Wednesday, July 31, 2013 -- 4:30 pm (Eastern Standard Time). Responses to submitted questions are hereby incorporated into this combined synopsis/solicitation. The Statement of Work, Attachment 1 - Webcast and WiFi Services, has been revised to include viewing requirement for mobile devices (see pages 11 and 12). All other requirements remain unchanged as stated in this combined synopsis/solicitation. Questions referencing the mobile devices, "ONLY" may be forwarded to Janice R. McCoy in writing at janice.mccoy@ntsb.gov by 3:00 pm (Eastern Standard Time) on Friday, July 26, 2013. Subject line must state (NTSBR130004 - Mobile Devices - Company Name). Amendment 0001 The purpose of this amendment 0001 is to extend the Request for Proposal submission date from Friday, July 19, 2013 to Friday, July 26, 2013 -- 4:30 pm (Eastern Standard Time). All other requirements remain unchanged as stated in this combined synopsis/solicitation. Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NTSB-R-13-0004. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67. This requirement is issued under full and open competition. The associated NAICS code is 519130, "Internet Publishing and Broadcasting and Web Search Portals". The small business size standard of this NAICS code is 500 employees. Background The NTSB is an independent federal agency responsible for determining the probable cause of transportation accidents and for promoting transportation safety. As part of its investigation into accidents, the NTSB holds public hearings to record evidence presented by persons involved in the accidents and by parties to the investigation. Information about public hearings held in the past few years is available on the NTSB website at http://www.ntsb.gov/legal/hearing_calendar.html. The NTSB also holds public Board Meetings to discuss and adopt major accident reports, special investigation reports, safety studies, and other related Board initiatives. Information about public meetings is available at http://www.ntsb.gov/news/events.html. The NTSB also holds public forums and symposia to discuss and advance interest in certain safety issues. Information about these events is available on the NTSB website at http://www.ntsb.gov/events/symposia.htm. The NTSB has a requirement to provide public access to live and archived webcasts of public hearings, Board Meetings, and other NTSB events as well as Wi-Fi services to be provided in the press room during these events. The number of Board meetings, public hearings, forums, and symposia will vary. The NTSB estimates that webcast and Wi-Fi services shall be needed approximately 30 days annually to perform the work described in Attachment 1 of this combined synopsis/solicitation. Description of Requirement The NTSB has a requirement for: Line Item Number 0001: Quantity: 12 Months, Webcast and Wi-Fi Services. Period of Performance: BASE YEAR. Line Item Number 0002: Quantity: 12 Months, Webcast and Wi-Fi Services. Period of Performance: OPTION YEAR 1. Line Item Number 0003: Quantity 12 Months, Webcast and Wi-Fi Services. Period of Performance: OPTION YEAR 2. Line Item Number 0004: Quantity 12 Months, Webcast and Wi-Fi Services. Period of Performance: OPTION YEAR 3. Line Item Number 0005: Quantity 12 Months, Webcast and Wi-Fi Services. Period of Performance: OPTION YEAR 4. Review Attachment 1 which is attached hereto and incorporated herein for a detailed description of the requirement. Basis for Award The Government may award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) type contract with individually funded task orders using FFP rates to the responsible Contractor whose proposal that conforms to the RFP, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors. Review Attachment 1 for additional information. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions Review Attachment 3 which is attached hereto and incorporated herein for additional information. Submission of Proposals Your proposal must be received no later than 4:30 p.m., EST, on July 19, 2013. LATE PROPOSALS MAY NOT BE CONSIDERED in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1. Offers may be transmitted via email to: Janice R. McCoy Email: janice.mccoy@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 5 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 5MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
