- NASA/GRC has a requirement to purchase an Optical Spectrometer System which will include a PIX100F Digital CCD Camera System, Gratings, Software, and Accessories. NASA/GRC intends to purchase the above system from PRINCETON INSTRUMENTS, 3660 Quakerbridge Rd, Trenton, NJ 08619-1208. They are the designer and manufacturer of this system. The PIXIS 100F detector from Princeton is the only detector implementing a 20um pixel pitch (1340x100 total pixels) for true 16-bit dynamic range. This achieves optimum resolution while maintaining full true 16 bit dynamic range per pixel.This is necessary for high light level measurement, which is essential to the analysis of the high intensity plasma-generated UV light in the PS-PVD rig. The Lightfield data acquisition software is native to a 64-bit operating system, which uniquely allows live collection of both corrected and raw files simultaneously and is essential to using the feedback from the spectrometer to analyze the plasma in-situ during a deposition. Without the real-time feedback, the spectrometer will not be useful for processing analysis, which is the sole reason for the purchase. This type of data security is only available from Princeton Instruments. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing not later than 4:30 p.m. local time on July 29, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
