- This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 10 U.S.C. 2304(c)(1) as prescribed by FAR 6.302-1. A Sources Sought Notice for this requirement was posted to FedBizOps with no responses to date. The Mission Installation Contracting Command (MICC) Fort Gordon, GA intends to issue a sole source, firm fixed price award to Dr. Dr. Kevin J. Richards, Ph.D., P.C., IAW FAR 6.302-1; to provide expert witness assistance to the Government in the area of interpreting and explaining human behavior during court-martial proceedings. The period of performance is 28 July 2013 through 31 July 2013. The NAICS Code for this requirement is 541199. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Friday, 26 July 2013 at 1:00pm EDT. Interested parties may identify their interest and capability to respond to this requirement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government for them to be considered for this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
