Description
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY AFSOC CSF/SCP through 1 SOCONS contracting office. Provided is a Justification for Other Than Full and Open Competition. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This action will be awarded as a sole source Firm-Fixed priced order. A purchase order will be executed between the winning offeror and the United States Government. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS AFSOC will require an additional 1000 Airwatch Mobile Device Management licenses. These licenses will allow 1000 Electronic Flight Bag (EFB) and/or supporting peripheral devices to be tracked by using this mobile device management solution. The estimated delivery date is 30 days after receipt of order. The type of appropriation used is Operations and Maintenance fund code 3400. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 USC 2304(c), as implemented by Federal Acquisition Regulation (FAR) FAR 6.302-1(c)(1)(ii)(B). V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) In FY 2012, there was a contract for full and open competition governing AFSOC's purchase for a mobile device management solution. Airwatch was awarded this contract and additional server components and software were purchased in order to build up and sustain Airwatch's MDM solution. If AFSOC were to open this contract back up to commercial vendors, there is potential that Airwatch may not be awarded the contract which would require AFSOC to make additional purchases than what is currently required. An additional 3500 licenses would be required to provide an overall MDM solution should AFSOC be required to purchase a different company other than Airwatch. The estimated cost to the government for this would be $400,000. Over 200 professional services man-hours would be lost due to the fact of having to start from the beginning with an entirely new MDM solution. Estimated cost to the government for this would be $50,000. An entirely new MDM solution may require a change to AFSOC's current network infrastructure including both hardware and software. The estimated cost to the government for this would be $55,000. AFSOC's Electronic Flight Bag (EFB) program would suffer significant time delays in bringing about a required MDM solution. Estimated time delay would be approximately six months. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE Jeppesen Sanderson, Inc. is the sole manufacturer of the required items. The selection process is described in Section V above. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE Competitive pricing amongst numerous vendors capable of providing the MDM Software Licenses. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED Market research was conducted via previous acquisition for 3500 licenses. Estimate based on the amount per license that was paid in FY 2012 for the 3500 licenses that AFSOC currently has in their possession. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION As stated above, there is only one manufacturer of the specified product. X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION Previous MR provided 20+ small business concerns interested as well as 5 large sources, however only Jeppesen Solutions, Inc. capable of providing the same licenses required to meet mission needs. XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED As described in paragraph V.1.c. above, AFSOC CSF/SCP continually evaluates their hardware currently in use and what's available in the marketplace. In the event the current hardware becomes inadequate for the intended use, a new market study and down-select process will be conducted.
