- DRAFT SOW This Small Business Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR QUOTE (RFQ). NO SOLICITATION EXISTS AT THIS TIME. This is a Request for Information (RFI)/Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes and to identify potential sources that may be interested in and capable of performing the work described, and to solicit industry feedback relative to various aspects of the proposed contract effort. The purpose of this notice is to also obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The North American Industry Classification System (NAICS) Code is 541519-Other Computer Related Services with a small business size standard of $25.5 million. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a Market Survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below: BACKGROUND The NIH is comprised of the Office of the Director (OD) and 27 Institutes and Centers. The Office of the Director is the central office at NIH. The OD is responsible for setting policy for NIH and for planning, managing, and coordinating the programs and activities of all the NIH components. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information. NIH enjoys a great deal of respect from the Congress and the public, and takes its stewardship of appropriated research dollars very seriously. Seeking high efficiency and accountability in its administrative operations, and influenced by recent legislation mandating increased attention to accurate accounting and performance-based programs, NIH has updated and continues to refine its internal business processes and the technology that underlies and supports those processes. The NIH Business System (NBS) Program is committed to fostering NIH's mission through the provision of: • Secure, accurate, and timely business transaction capabilities that enable the NIH scientific community and supporting organizations to acquire needed assets, goods and services. • Accurate source information that facilitates knowledgeable decision making by the NIH management community regarding budgets, finance, acquisitions, supply/replenishment, property, grants, and travel. • Improving transparency and accountability of all NBS accounting data. The NIH Business System (NBS) software applications are currently comprised of: • The Oracle e-Business Suite (Federal Administrator, General Ledger, Payables, i-Procurement, Purchasing, Receivables, Order Management, Warehouse Management, Inventory, i-Supplier (internal and external facing), and Project Accounting (Costing and Billing), • Oracle Governance, Risk, and Compliance (GRC) suite which includes the Access Application Controls Governor (AACG), Configuration Controls Governor (CCG), Preventative Controls Governor (PCG), Transaction Controls Governor (TCG), and GRC Manager and Intelligence for NIH-wide Enterprise Risk Assessment • Kofax invoice document management application, • Sunflower Asset Management application, • Compusearch PRISM contract management module, • GSA e-Travel System - GovTrip - Northrop Grumman (NG) Web-Based Travel Manager application, • NIH Patient Travel Module, • SmartPay II Purchase Card Module, • Inter/Intra Agency Agreements and Reimbursable Agreements, • Interfaces including Web interfaces that enable sharing or exchange of data with other business systems. It also includes special purpose peripheral devices employed for data capture or output (such as hand-held scanners and wireless printers), and supporting tools and modules that facilitate operations, maintenance and support (such as UC4 production operations scheduler). The scope of the NBS Program includes: • Operations support and maintenance of the following NBS components: Federal Administrator, Finance, Acquisitions, Supply, Property, Travel (employee, patient and sponsored travel), i-Supplier, Project Accounting, Grants Integration, and other NBS Web interfaces, • Integration support of remaining Administrative Database (ADB) functionality including Fellowship Pay, Animal Procurement, Management Fund, Shipping, Federal Grants, and other remaining ADB/Central Accounting System (CAS) functionality, • Enhancement or upgrade of NBS functionality in response to demands that arise from Congressional, Office of Management and Budget (OMB), DHHS initiatives/requirements, mandatory policies, the user community, from findings during ongoing operations, from the software vendors, and other authorities which require system and data security and privacy, • Compliance with the DHHS Enterprise Performance Life Cycle (EPLC) Framework and NBS specific tailoring of EPLC project activities and documentation as approved by the NBS Contracting Officer's Technical Representative (COTR) for NBS O&M Projects, • Business consulting, communication, job aids and training to NIH Institutes and Centers with respect to NBS functionality, i.e., acquisition, logistics, budget, finance, travel, • Operations support and maintenance of community portals on the NIH intranet that are designed to communicate with various segments of the NBS user community, • Coordination and compliance with NIH Enterprise Architecture requirements. The NBS has the following strategic objectives: • Eliminate redundant and outdated financial systems by implementing a modern integrated NIH-wide system, • Produce accurate, timely, reliable and relevant financial information to help NIH and HHS managers make fact-based operational decisions, • Comply with applicable federal financial management system requirements, • Strengthen internal controls by instituting standard business rules, data requirements, and accounting policies across NIH, • Streamline operational activities to achieve more efficient and cost-effective business performance, and • Continue to achieve unqualified audit opinions on annual financial statements. PURPOSE The purpose of this proposed project is to contract for the continuation of annual maintenance support of the TOAD for Oracle Professional and Xpert Edition w/Quest DBS module Maintenance Support. Toad Professional and Xpert Support includes database, middleware, and applications for five years from the release general availability date. Toad for Oracle provides an intuitive and efficient way for database professionals of all skill and experience levels to perform their jobs with an overall improvement in workflow effectiveness and productivity. With Toad for Oracle you can: • Understand your database environment through visual representations • Meet deadlines easily through automation and smooth workflows • Perform essential development and administration tasks from a single tool • Deploy high-quality applications that meet user requirements; perform predictably and reliably in production • Validate database code to ensure the best-possible performance and adherence to best-practice standards • Manage and share projects, templates, scripts, and more with ease 1. GENERAL REQUIREMENTS a) Independently, and not as an agent of the Government, the Contractor shall furnish changes to applicable commercial off-the-shelf application software. b) All work done under this contract shall be monitored by the Project Officer or designated alternative. TASK 1 - Annual Maintenance Service (Firm-Fixed Price) Renewal of current TOAD licenses. License Description Quantity TOAD Professional Edition Maintenance Renewal - includes 1 seat of TOAD for Oracle, Debugger, Knowledge Xpert for PL SQL Development - sold per seat -24 TOAD for Oracle Xpert Ed. w/Quest DBA Module per seat Maintenance Renewal Pack by QQ 1-5R2TNE - 7 • Provide Major product and technology releases • Updates, fixes, security alerts, data fixes, and critical patch updates during the contract term with immediate download passwords • Provide software license replacement for accidently damaged or malfunctioning hardware keys (Not including lost keys) • Certification with most new) products • Provide 24X7 Technical Support via Metalink or via phone (access to protected support pages on the Toad). Anticipated Period of Performance The period of performance will be a base year plus three (3) additional 12-month option periods. SECTION 508 COMPLIANCE In accordance with FAR 39.2, Section 508 of the Rehabilitation Act is implemented in this order. Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998, all electronic and information technology (EIT) products and services developed, acquired, maintained, and/or used under this contract/order must comply with the "Electronic and Information Technology Accessibility Provisions" set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the "Access Board") in 36 CFR part 1194. Information about Section 508 provisions is available at http://www.hhs.gov/od. The proposed acquisition will be procured in accordance with the policies and procedures under FAR Part 12. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
